WHEREAS, the Brookings Summer Festival will be held in Pioneer Park on July 7, 8 and
9, 1995, and
WHEREAS, the Summer Festival Committee has invited certain artists and
concessionaires to participate and desire to limit participation to those invited, and
WHEREAS, the Summer Festival Committee has provided evidence of Liability Insurance
Coverage including the City of Brookings as named insured, and
WHEREAS the Summer Festival Committee has established rules applicable in Pioneer
Park during the Brookings Summer Festival, now therefore,
BE IT HEREBY RESOLVED that the City Commission designates to the Summer
Festival Committee the responsibility of controlling access to and use of Pioneer Park during the
Brookings Summer Festival and to establish rules in accordance with a111aws of the City of
Brookings, State of South Dakota, and the United States on the above mentioned dates, July 7, 8
and 9, 1995.
BE IT FURTHER RESOLVED that violation of rules established by said committee sha11
constitute a violation of Sec 28-5 of the Ordinance of the City of Brookings.
