NU►R � 0 Finance Officer BROOKINGS ARTS COUNCIL/COMMiTNITY CULTURAL CENTER ELEVATOR PROJECT- CURRENT STATUS & ESTIMATED BUDGET DESIGN AND REGULATORY AGENCY REVIEWS 1. Design�as presented at previous meeting has been refined and modified only slightly during the review process. 2. Project as proposed was approved in concept by the Mayor's Committee for People with Disabilities. 3. Proposed project was submitted to the State Historic Preservation office. We have received a letter from them stating that we have met their requirements for public hearing and review. They also recommended certain design criteria to be considered in the construction process. 4. The project as proposed was reviewed twice by the Brookings Historic Preservation Commission. Taking into consideration the state recommendations, local views, architectural standards and budget consideration, they voted unanimously to approve the project with the following stipulations: a. Wood doors and frames to be used to compliment already existing wood frame doors and windows. b. Brick removed during construction of the doorway be re-used to frame the new door opening. c. Exterior brickwork be contracted to a brick mason experienced in historic preservation procedures. d. Interior walls and woodwork be constructed to compliment existing, using similar materials. 5. David Noyes and Banner Associates were retained to complete architectural drawings necessary for contractor's information for bidding and construction. CURRENT BUDGET ESTIMATE 1. Elevator and installation in completed elevator shaftway $14,900 2. Materials for elevator shaft construction, doors and glass $ 5,100 3. Cut doorway opening,brick work, etc. $ 2,150 4. Heating and plumbing re-routing of pipes, etc. $ 2,700 5. Electrical $ 2,000 6. Sidewalk& doorway landing $ 350 7. City labor(in kind) $ $2,000 8. Architectural Services $ 2,500 9. Contingency(10%) $ 3,000 ESTIMATED TOTAL BUDGET $32,700 PROCEDURE It is proposed that the City hire individual contractors,on a quotation basis, for electrical, plumbing-heating,masonry -brickwork and elevator installation portions of the project. Parks and recreation department would coordinate the work and a Park Dept. employee(Building Trades Specialist) would do the interior carpentry for the elevator shaft. TIMETABLE Work would begin about December lOth,with completion in 90-120 days. FUNDING No additional outside revenue sources have been identified at this point in time. Funding from City Contingency would be mostly in the 1996 budget yeaz. As you are aware, the former Carnegie Library building is city owned and has been used as a Cultural Center/Art Gallery since vacated by the City Library, on a no-rent basis. The Brookings Arts Council operates the Center with a budget funded by several sources of income, but does not have resources to pay for a project of this magnitude. This is perhaps the last city-owned building that is not accessible, and it is commendable that the City of Brookings is leading the way in this manner. We currently have several regular visitors, or family members of patrons, who cannot gain access right now without special assistance,or at all. We also serve a number of older citizens who might find an elevator useful if available. Since the original deadline for compliance is past,there is always the possibility that a complaint could be filed. We have seriously considered and even used alternate sites for classes when a special needs person enrolls,but that is not a realistic long term solution, and does not provide access for gallery shows and special events at the Center. The building is structurally sound,has been maintained well by the Arts Council, and we think has a long and useful life ahead. In addition, it is attractive in a historic way and is well suited to our use. The building overall is 1780 S.F. with two levels,totaling 3560 S.F. On the main floor 1400 S.F. are gallery with 265 S.F. of office space; the basement has 1200 S.F. of classroom,with the rest in storage, utility room and furnace room. Using a conservative figure of$80 per S.F., replacement cost would be at least$285,000. We feel an expenditure of azound $35,000 is a good investment to insure that this historic building continues to be available for public use. It could be quite difficult to find private donations to fund a project of this type. However,we aze willing to actively pursue several possibilities with foundation and grants in the immediate future,while more detailed construction plans and cost estimates are being prepared,with the understanding that we might still have to ultimately ask for all or a portion of the funding. If you should feel comfortable with committing city funds at this time,that, of course,would be fantastic and we could move forward more quickly.
