TO OBTAIN MEMBERSHIl' 1N THE LOCAL GOVERNMENT
DRUG AND ALCOHOL COMI'LIANCE CONSORTIiJM(DACC)
WHEREAS, federal law mandates drug and alcohol testing for commercial drivers license
(CDL) public employees, and
WHEREAS, Municipal employees holding CDLs must be tested for drug and alcohol use
beginning January 1, 1996; and
WHEREAS, it has been deternuned there are costs and selection benefits to being part of
a large pool of test candidates; and
WHEREAS, the South Dakota Municipal League (SDML) in coo eration with the South
P
Dakota Association of County Commissioners(SDACC) and the Associated School Boards of
South Dakota(ASBSD) have formed a consortium and local government pool to provide drug
and alcohol testing services to our combined members; and
WHEREAS, an administrative agreement has been negotiated with AdMed Ltd., of
Bismarck, MD, to provide administrative serves to this consortium to be called the Drug and
Alcohol Compliance Consortium(DACC),
NOW, THEREFORE, BE IT RESOLVED that the City of Brookings desires to be a
member of the local government Drug and Alcohol Compliance Consortium(DACC).
