WHEREAS, the City of Brookings has received a sufficient number of signatures from qualified
voters of the Municipality of Brookings requesting a special election, and
WHEREAS, the Brookings City Commission has set March 18, 1997 as the date to hold said
election on the question of a Home Rule Charter as allowed by SDCL 6-12 and Article N, Section 2 of
the Constitution of the State of South Dakota, and
WHEREAS, Home Rule will give local government control over local matters and provide local
government with suf�icient powers and flexibility to compete with changing and increasing local needs.
NOW, TI�REFORE, BE IT RESOLVED that the Brookings City Commission hereby
endorses the Home Rule concept and Brookings City Charter as drafted
