Mayor ,�i9 ;�ebeA'r'o.�cS U.�VQ� E M�R.9 ;< .� �; •o 00'. ••pQ � Finance Officer CITY OF BROOKINGS OFFICIAL SALARY SCHEDULE FOR THE 1'EAR 1999 Purpose The purpose of the Salary Schedule is to establish the plan for the compensation of City employees. It attempts to recognize the principal of"equal pay for equal work" and the individual ability and job performance are the basic considerations in the administration of the Salary Schedule. Many positions within this schedule have union representation;therefore,the grades shown have an "LC" (Labor Contract) notation. This document will also pertain to those employees who are non-represented,non- management personnel. Also contained within this Schedule are any changes to the General Management benefit program. Department on Schedule This schedule applies to all employees for the City of Brookings excluding Departments under the supervision of the Utilities and Hospital. Explanation of Schedule All new employees shall be granted a probationary period of six (6) months. This probationary period is a working test during which the new employee must satisfactorily demonstrate the ability to perform the basic duties. If satisfactory performance has not been demonstrated,the employee may be reevaluated and/or subject to disciplinary action up to,and including,dismissal. Upon completion of the probationary period,the employee will advance to "Regular Employee" status. For all represented employees,the advancement through the steps of the position grade is then governed by the union contract and subject to satisfactory performance. Appointed officials are appointed each year by the Commission and their salaries are established by the Commission. Part-time or Temporary Employees The Department Head has the authority to establish the hourly rate of part-time or temporary employees. All temporary or seasonal part-time employees shall be paid a per hour rate and shall not be eligible for paid vacations,holiday benefits or retirement benefits. Sick Leave Policy The accumulation cap of sick leave is 2080 hours for non-represented,non- management personnel and 2880 hours for all General Management Employees. The maximum payout at retirement is 1440 hours for all employees. Dental Insurance Coverage General Ma.nagement Employees shall be eligible to participate in a dental insurance program. The City of Brookings will pay 75% of the total cost of the insurance for the employee only. Longevity Pay General Management and Regular Employees shall be eligible for longevity pay based upon length of service with the City of Brookings. Length of service shall be the full number of years of service as of the anniversary date of the employee's employment. Years of service must be continuous years of service. Longevity pay shall be paid monthly with regular pay. All deductions required by the law shall be made. The amount of longevity pay for non-management employees shall be based on the Union negotiated rate within each contract. The amount of longevity pay for non-represented, non-management personnel shall be at the rate of$5.00 per month per year after completing five (5) years of continuous full-time employment with a cap of 30 years. The amount of longevity pay for General Management Employees shall be at the rate of $5.50 per month per year after completing five (5) years of continuous full-time employment with a cap of 30 years. Updating the Official Schedule This Schedule is for the year of 1999. The City Commission will review the Schedule as to its workability and performance during the 2000 budgeting process. The City Commission shall establish the salary levels and administrative procedures. OCCUPATIONAL LIST OF CLASS TITLES Legislative Series This series is characterized by its elective status. Title Mayor City Commissioner Administrative Series Positions in this series are City Department Heads. Salaries are set by the City Commission at a fixed rate,without Grades or Steps. Title City Engineer City Finance Officer Director of Parks, Recreation &Forestry Director of Solid Waste Management Fire Chief Human Resources Officer Municipal Liquor Store Manager Police Chief Street Superintendent Management and Supervisory Series This series consists of Assistant Department Heads and those positions having a combination of assigned management tasks and the responsibility of supervising full-time personnel. They may be assigned management tasks and typically have a high degree of public contact. The series also includes Apprenticeship positions. Title Grade General Laborer - Solid Waste 9LC Parks and Forestry Apprentice 9LC Street Maintenance Apprentice 9LC Sanitation Collector I 1 LC Forestry Technician 12LC Park Technician 12LC Street Maintenance Technician 12LC Equipment Operator, Streets 13LC Sanitary La.ndfill Technician 13LC Solid Waste Inspector 13LC Advanced Equipment Operator 14LC Building Trades Specialist 14LC Shop Supervisor &Mechanic - Park/Recreatio 14LC Shop Supervisor &Mechanic - Streets 14LC Traffic Control Supervisor 14LC Heavy Equipment Operator - Streets 15LC Clerical Series This series consists of positions which involve office and clerical work with experience in typing,basic bookkeeping and record maintenance. Employees occupying these classifications generally assist the public either directly or over the phone and operate standard office equipment. Every full-time employee is classified by these Job Descriptions. Movement from one Classification to another requires the approval of the Commissioner in charge and submission to the Union for review and comment.
