AUTHORIZING TRANSFERS FROM CONTINGENCY FUND
BE IT RESOLVED by the City Commission that a transfer of $116,932.00 from the
Contingency Fund to the following General Fund Accounts be hereby authorized as follows:

TO: AL THELEN, CITY MANAGER

RE: CONTINGENCY TRANSFERS-1999
Ma,yor and Council-Consulting-Originally$20,000 was budgeted for this
line item, $15,000 was designated for Mike Oster, a salary study performed
by Oster put this line over the $20,000 by approximately$3,000. We will
also be charging A1 Thelen, Jim Brimeyer, and the auditors charges to this
line in 1999. These charges put this line about $40,000 in the red, but
because of carry-over in other line items $30,000 should be sufficient.
Publications-This line item is over primarily because of publishing the entire
charter and additional resolutions.
Election Su�plies-Three elections were held in 1999. We normally don't
budget for that many.
Le�al Services-Only $5,000 is budgeted annually for this line item. With
the Railroad Study, MultiPlex and other litigation the City was involved in,
this item will require another$7,100.
Regular Pay-Finance-Two full-time employees left this office with large
vacation and sick leave pay outs. Because of the many changes in the
Finance Office, extra elections and other activities occurring, both temporary
and overtime pay increased.
Maintenance Buildin�-See Allyn Frerichs explanation.
Hvdrant Rentals-BMU installs and maintains all fire hydrants; they provide
us with an estimated annual amount at budget time.
Bv-Pass RR Feasibilit,�X- This RR study was approved by the City
Commission in 1999.
