Dear Mayor & City Council:
� BACKGROUND
The "Landfill Machine Shed Finish" is a construction pro�ect
to install concrete floors, insulation and metal interior with
radiant heat in the main portion of a pole building and install
concrete floors and doors on the lean to. The pole building is
50 feet wide and 90 feet long with a 24 feet by 90 feet lean to.
The purpose of the building is to provide housing and a place to
do maintenance and repair on the heavy equipment that is used to
operate the landfill.
The construction project is being done to move our alternate
cover machine and supplies to the machine shed, thereby providing
space in our main building (heated) for the automated garbage
truck(s) . The alternate cover machine uses water with shredded
paper and adhesives mixed together to spray on the garbage to
cover it during the week (dirt is used on Saturdays) .
Bids to finish the machine shed were taken on July 27, 1999
and a contract was awarded to euality Concrete of Dell Rapids,
South Dakota. The bid amount was 5 69, 939. 00. The funds for this
project come from the Solid Waste Funds.

CHAHGE ORDER
1. The main bay in the pole building hae eteel rails imbedded
in the concrete that protrude about 1/8 of an inch above the
concrete. The purpose of the rails is to help protect the
concrete from the tracks of our loaders and the steel wheels of
our compactor.
The contractor suggested putting in a heavy piece of angle
iron across the edge of the inside concrete by the main door.
The suggestion was a good idea and a decision was made to include
the angle iron at a cost of S 175. 00.
2. The main pole building will be heated but not the lean to.
As a result the contractor suggested putting styrofoam insulation
strips between concrete in the heated portion and non heated
portion in the lean to so heat is not transferred. His thinking
was that a sharp temperature contrast in the lean to might
promote cracking. A decision was made to add the styrofoam strips
at a price of $ 119. 70.
3. The main building has 3 doors. The main door is 16 feet wide
and the other two doors are 12 feet wide.
When the contractors were pouring the concrete I decided we
should have concrete approaches leading to the doors. I asked the
contractor to put a 12 foot approach on front of the main door
and 5 foot approaches in front of the small doors. The cost of
the approaches was S 1, 417. 00
4. The contractors exise tax for the above changes was S 34. 23.
Therefore, the total of change order #1 is an additional
S 1, 745. 93. All field decisions were made by me.
