WHEREAS, other convention halls may be designated by resolution and '

WHEREAS, the Brookings MultiPlex will be utilized for many different functions and events,
NOW, THEREFORE BE IT RESOLVED that the Brookings MultiPlex be designated as a
Convention Hall.

THE CITY OF BROOKIHGS AND PERTAIHIHG TO TEMPORARY ON-SALE LICEKSE FOR ,
USE AT CONVENTION HALL. �
BE IT ORDAINED BY THE GOVERHIHG BODY OF THE CITY OF BROOKIMGS,
SOUTH DAKOTA, AS FOLLOWS:
I.
Sec. 5-21. Temporary on-sale license for use at Convention Hall.
(a) There may be issued by the city pursuant to SDCL 35-4-14. 2
a temporary on-sale liquor license to be operated and used at the
Convention Hall, which said license shall not be issued for a
period exceeding five (5) consecutive days and shall expire at
12:00 midnight on the fifth day for which said license was
issued.
(b) The use of said liquor license shall be pursuant to a
lease agreement by the applicant with the city. Applications for
the use of said on-sale liquor license shall be submitted to the
city commission on a completed application form as provided by
the city finance officer. The application shall specify the
number of days, not to exceed five (5> days, and the dates upon
which said license is to be utilized. All applicants for the use
of said license must agree to associate with a lessee of an
existing municipal on-sale liquor license in accordance with
rules established by the city commission, from time to time, and
shall name said existing licensee in the application. The fee
for the use of said temporary license shall be the sum of fifty
dollars t850. 00> for the first day and twenty-five dollars
t 525. 00) for each day thereafter.
(c) Any person or persons seeking the use of the temporary
on-sale liquor license shall be responsible for and provide
police security for crowd control as required by the city.
Additionally, they shall be responsible for any damage or in�ury
to any persons or property, including but not limited to the
Convention Hall facilities. They shall further provide a
sufficient number of doormen to prevent any unauthorized persons,
as described under the laws of the State of South Dakota, from
attending any event during which alcoholic beverages are served
in the Convention Hall. The applicant must further provide proof
of insurance in such form and amounts as the city commission
shall require from time to time.
(d) The issuance of the Convention Hall on-sale liquor license
shall be in the sole discretion of the city commission, and they
shall reserve the right to refuse such person or persons the use
of said license as they shall deem fit in their sole discretion.
(e) The National Guard Armory and any other public convention
center or hall designated by resolution of the city are each
hereby designated as a Public Convention Hall of the city. The
use of each public convention hall shall be governed by any
lease, rules or regulations pertaining thereto.
II. .
Al1 ordinances in conflict herewith are hereby repealed.

Dear Mayor and Canmissioners,
At it's regular meeting on July 12th, the Park and Recreation Board voted to
recomnend that the City Cc�nmission designate the Brookings Ice Arena as a second
"Convention Hall" facility in Brookings (National Guard Armory is the other) in
order to facilitate ccnmunity organizations which might like to rent the facility
for a special activity. The "Convention Hall" designation allaws the sponsor of
the special activity to reauest the city cca�mission to grant a temporary on-sale
liquor license, as provided for by city ordinance.
We currently have a request fran the Evening For The Arts C�nn.ittee to rent the
Ice Arena for their annual fund-raiser event ne,xt April. As they did at the
National Guard Annory in April 1993, they wish to apply for the temporazy on-sale
license. The arts planning oc�mittee feels the Ice Arena will be a better place
to hold their event, with twice the space, good sound syst�n, parking, etc. The
only local motel big enough for this event has no open dates next spring during
the times they want.
We would li.ke to see more community use of the Ice Arena during the "off-season",
and see the E,trening For The Arts event as an appropriate use. I cb want to point
out that some of our Board members have a concern about allawing use of alcohol
at any time in our facilities; hawever, the m�tion to approve did pass by a 4-2
vote. We recbgnize that there could be activities and requests in the future
which might not be in the best interest of the oanmunity or somEwhat hard to
monitor and control. Therefore we ]mow the C�n.ission will carefully review any
requests for the temporary on-sale license. And of course, any ordinance or part
thereof can be rescinded if unforeseen probl�ns develop.
In s�nnazy, I see the "Convention Center" designation as a positive m�ve in
supple�nenting the fine facilities already available in the cc�nmunity.

The Building Code Board of Appeals met at 4: 00 P.M. at _ •
the City Hall on September 22, 1980. . .
Members present were: C . Snofczynski, H, Jacobsen, and
g. gennero Also present were A1 Frerichs, Lloyd Darnall and
Dale Larson.
The proposal of Dale Zarson of Larson Manufacturing Company
to construct a 120' x 225' metal building onto the north end of
his recreation building was discussed. The building is to be
an ice skating rink used by his emplo9ees and the public. _ �
Summer use will be under direction of the City. This �is. an
assembly type building and according to the Uniform Building �
Code is an A-2.1 Occupancy and is required .to be a Type II-1
hour building. � . .
It was moved by genner an.d secon:ded by Snofczynski that a � .
two-hour separation wall be provided between the existing •
building and the new building; the structural frame and roof
will not need to be fire rated; for all activitie�, other than
skating, the occupancy load shall be limited to a reasonable
number commensurate with the activity and be supervised by the �
City Park and Recreation Department. �
