HomeMy WebLinkAboutResolution 78-2000 RESOLUTION NO. 78-00 Resolution Establishing An Escrow Account For A Future Solid Waste Facility WHEREAS, the City of Brookings recognizes it will need a Solid Waste Facility in the future and believes it would be prudent to establish an escrow account to set aside and save the necessary funds for the costs of siting, designing,permitting, and constructing a future solid waste facility and, WHEREAS, such an escrow account would be used solely to pay the costs of siting, designing, permitting, and constructing a future solid waste facility and, WHEREAS, $20,000.00 is budgeted in the current year for the purpose of establishing and funding an escrow account for the purpose of siting, designing,permitting, and constructing a future solid waste facility; NOW THEREFORE, BE IT RESOLVED, that the City Manager be authorized to establish an escrow account for a Future Solid Waste Facility with a local financial institution and, FURTHER, BE IT RESOLVED,that the escrow account established by this Resolution shall be available for appropriations for the payment of costs of siting, designing, permitting, and constructing a Future Solid Waste Facility when the City Council determines that a Solid Waste Facility is required. Action on Resolution 78-00 establishing an escrow account for a future solid waste facility. Resolution 78-00 creates an Escrow account for a Future Solid Waste Facility. The Solid Waste Committee, the old City Commission, and the Board of Health have reviewed the concept. It is included in the Budgets for both 2000 and 2001. The current budget has $20,000 per year and plans are to raise the appropriation to $40,000 per year. This amount should be raised through the years to provide funding for a new solid waste facility in the future. Current estimates are that a new facility will be needed in 30 to 40 years. Additional analysis is necessary to estimate costs of a new landfill in 30 years. $20,000 or$40,000 annually would not fund a new facility, but it is a start and good planning to have some funds for this future major cost. Options: 1. Take no action and the funds will remain in the landfill fund. 2. Utilize the$20,000 for another use by transferring it. 3. Approve the resolution and establish the escrow account.
