WHEREAS, FAA Order 5200.8 "Runway Safey Area Program" requires a survey of the Runway Safety area at all federally funded airports. AND WHEREAS, Banner Associates of Brookings, SD has prepared a proposal to provide said services on an hourly basis with a not to exceed amount of$14,300. NOW THEREFORE, BE IT RESOLVED that the City Manager be hereby authorized to execute said agreement for the City of Brookings. Box 270 Brookings, SD 57006 RE: Runway Safety Area Survey Brookings Municipal Airport Dear Mr. Jongeling: In accordance with your request for Surveying Services, dated January 6, 2000, Banner is please to submit this letter agreement to provide the services as requested. We originally assembled this letter agreement in January, 2000, but just received approval from Wayne Nelson, SDDOT. Mr. Nelson advised that these costs are eli ible for reimbursement on your e ai men o�ec . r. e son in ica e i is impo an that the City retain this agreement and invoices for the future reimbursement. The invoices are important since we will be billing on an hourly rate. These services will include submitting the deliverables as provided from the Federal Aviation Administration (Runway Safety Area Survey Requirements for Air Carrier Runways) and as attached to this agreement. We are proposing to complete the work by June 15, 2000 in order to accommodate your submittal to FAA by June 30, 2000. We are prepared to complete the surveying services based upon direct labor and expense costs per the attached "Schedule of Labor Rates and Expenses", dated July, 1999. Based on this RSA information, the FAA will make a determination of the acceptability of the RSA and if enhancements are necessary for improved airport safety. For all runways certificated under FAR Part 139 or that plan to be certificated within the next two years, FAA must accomplish the determinations prior to June 30, 2001. In support of this objective, we are requesting each certificated airport sponsor work with its consultant to provide the necessary information for an analysis of the airport runways. It is recommended, in the interest of fiscal responsibility, that all runwavs at certificated airports be analyzed at this time, even though the FAA's June 30, 2001, deadline only applies to certificated runways. All work associated with obtaining the RSA information and preparing the analysis will be an eligible expense and reimbursement may be requested under the Airport Improvement Program. We have prepared a document entitled "Runway Safety Area(RSA) Survey Requirements For Air Carrier Runways" (copy enclosed)to assist you and your consultant in conducting the necessary survey work and in preparing the appropriate drawings. Jongeling DATE: April 18, 2000 RE: Runway Safety Area (RSA) Survey According to the 12-27-99 letter from Irene Porter (copy attached), we are required to have a Runway Safety Area (RSA) Survey to the FAA by June 30, 2000. Banner, which does all our airport consulting work, has provided the attached proposal to do the work with a not-to-exceed fee of $14,300. This agreement has been reviewed by the State Aeronautics Department. We will be able to recoup 95% of the cost when we do our next federally funded airport project. We hope to do a small project in 2001 that would expand our general aviation ramp to tie in with Big Sioux Aviation's expansion. Banner's contract is by the hour. We will pay for only the time they put into the project. I would suggest that you put this agreement on the April 24�h agenda to get authorization to proceed. Funding can come from 606625542509 Maintenance Grounds/Runways which has $34,000 in it. If we run over at the end of the year, we just budget to make it up in 2001.
