make the following transfers of funds:

From Contingency To Historic Preservation $1,200
From Contingency To Industrial Fund—utility installations $51,000
From Contingency To Mayor/Council Consultants $31,000
From Contingency To Mayor/Council-City Mgr Recruitment $4,000
From Contingency To Library—utilities $7,000
