Supplies for utilities, others. Supplies needed by the city, involving a cost ' or expen- diture of not more than $3,500 may be made by the f.oreman, . manager or superintendent of any department of the crty after obtaining the approval of the commissioner in charge of such department; provided such purchases are routine and�` do not involve a change in policy, but all claims th�erefor , shall be approved by the city commission as provided by law; �' provided, however, supplies needed for the operation of any utility under the control of the utility board shall be acquired by such utility board or its designee as prescribed by� Section 35-65. Section 17-4. Privies and cesspools. The owner of all houses, buildings or properties used for human occupancy, employment, recreation or other pur- pose, situated within the city abutting on any street, alley or xight of way in which there is now located or may in the future be located a public sanitary sewer of the city, is required at his expense to install suitable toilet facili- ties therein, and to connect such facilities directly ,to= the proper municipal sewer, and it shall be unlawful to fail to make such connection within ninety (90) days aft�� c�a.te of notice to do so, provided that said municipal sew�r ,is within two hundred (200) feet of the property line_. � Section 17-47 . Water pollution. No person shall discharge or c�ause to be dis:c�har,ged into any lake, river, stream, or into the r�eceiving wa�ers of any lake, xiver or stream any raw or treated. sewerage, garbage, municipal waste, industrial wastes, or agricultural wastes which produce floating solids, scum, oil sli�ks, _ material discoloration, visible g�ssing, sludge deposit's, slimes, fungus. growths, or other offensive effects. No per- son shall discharge or allow to be discharged into any lake, river, stream, or the receiving waters of any 1ake,. river, - or stream any materials which produce concentrations 'of chemicals toxic to humans, animals, plants, or the most sensitive stage or form of aquatic life. Any discharges into lakes, rivers, or streams shall comply with the surface . water quality standards, as defined and amended by the- Department of Water and Natural Resources of the State of South Dakota, in the Revised Administrative Rules of South Dakota. Section 31-35. Employment of personnel. _ The utility board shall have the power to employ all necessary help for the management and operation of the utilities under its control and management, make any and all rules and regulations for supervision and control of its employees, prescribe the duties of officers and employees and fix their conpensation. Discharge of service water. - � No person shall discharge or cause to be discharged any storm water, surface water, ground water, roof run off, � sub-surface drainage, cooling water or unpolluted industrial process waters into any sanitary sewer. Section 35-84. Prohibited wastes. Except as hereinafter provided, no person shall discharge or cause to be discharged any of the following described waters or wastes to any municipal sewer: (a) Any liquid or vapor having a temperature higher than one hundred fifty (150) degrees Fahrenheit. (b) Any water or waste which may contain more than one . hundred (100) parts per million, by weight, of £at, oil or grease. � (c) Any gasoline, benzine, naphtha, fuel oil or other flam- mable or explosive liquid, solid or gas. (d) Any garbage that has not been properly shredded. (e) Any ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, paunch manure or any other solid or viscous substance capable of causing obstruction to the flow in sewers or`'other � interference with the proper .operation of the sewerage system. (f) Any waters or wastes containing a toxic or poisonous substanee in sufficient quantity to injure or iflterfere with any sewage treatment process, constitute a h�zard to humans or animals or create any hazard in the rec.eiving waters of the sewerage treatment plant. (g) Any waters or waste containing suspended solid$ of such character and quantity that unusual attention or expense is required to handle such materials at the sewage treatment plant. (h) Any noxious or malodorous gas or substance capable of creating a public nuisance. , . � . � . . . � Grease, oil and sand interceptors shall be provided when, in the opinion of the city engineer, they are � necessary for the proper handling of liquid wastes con- - taining grease in excessive amounts, or any inflammab�e'� . . wastes, sand and other harmful ° ingredients; ex�ept �that .., such interceptors shall not be required #or priyate 1�:'iving. r quarters or dwelling units. All i-nterceptors shall ��e . of a type and capaeity approved by the superintendent, and, shall.� be located as to be readily and easily accessible fo�-� cleaning and inspection. Grease and oiT i�nterceptors� shail � be constructed of impervious materials capable of withstanding abrupt and extreme changes in temperature.
