' ORDINANCE N0. 28^84
AN ORDINANCE ESTABLISHING A COMMITTEE ON HUMAN RIGHTS
IN THE CITY OF BROOKINGS, SOUTH •DAKOTA.
WHEREAS, it is the desire of the g,overning body of
this city to establish a Committee on Human Rights which
shall seek to eliminate discrimination inthe City of Brookings ,
and
WHEREAS, it is the intent of the governing body that the
Committee on Human Rights shall study the extent of discrimina-
tion based on race, color, creed, religior�, sex, handicap,
ancestry, or national origin occurring within the City of
Brookings, and that said Committee shall in�orm the City
Commission and the public of discrimination issues and make
appropriate recommendations to the City Commission concerning
possible solutions to discrimination problems present in the
City of Brookings, and
WHEREAS, it is the intent of the governing body
that the Committee on Human Rights shall not be considered to be
a Human Relations Commission and shall not have any powers con-
ferred by state law pursuant to SDCL Chapter 20-12 ,
NOW THEREFORE, be it ordained by the governing body of �
the City of Brookings, South Dakota:
I .
Committee on Human Rights
Section 2-70. Created.
There is hereby created in and for the city a Committee
on Human Rights .
Section 2-71 . Com osition.
The Committee on Human Rights shall consist of nine (9} '
members selected by the City Commission. The City
Commission sha11 give due regard to representation of
minority groups on the Committee.
Section 2-72 . Term of Office.
The members of the Committee on Human Rights shall serve
without compensation for a term of three (3) years.
Section 2-73. Vacancies .
Should a vacancy occur in the Committee on Human Rights,
the Cit;� Commission shall �ppoint a member to fill such
vacancy for the unexpired term of the vacancy.

Section 2-74. Officers.

The Committee on Human Rights shall designate from among
its membership a Chairperson, Vice Chairperson,
Secretary, and such other o�fficers and sub-committees as it
may deem appropriate and necessary.
. Section 2-75. Meeting.
The Committee on Human Rights shall meet at such times
and places as may be determined by said Committee.
Section 2-76. Powers generall .
(a) To study the existence, character, causes, and
extent of discrimination in employment, housing
accommodations , property rights , education, public
accommodations , and public services in the City of
Brookings.
(b) To advise and provide a forum for those who have
been subjected to unfair and discriminatory prac-
tices in the City of Brookin�s.
(c) To advise the Mayor , City Commissioners, and the
respective departments of the city concerning mat-
ters consistent with the purpose and powers of the
Com�i�tee.
(d) To conduct educational programs and disseminate
information i:� furtherance �f the policy of the
Committee to eliminate discrimination in the City of
Brooking�.
II .
ALL ORDINANCES IN CONFLICT HEREWITH ARE HERBY REPEALED.
