AN ORDINAP]CE ESTABLISfiING 11 HUMAN REI,ATIONS COh1r1ISSI0N IN
TfiE CITY OF BROOKINGS, SOUTH DAKOTA.
WHEREAS, it is the desire of the gover.ning body of this
city to establiGh a Eiuman Relations Commission wliicli shall
seek to discourage or eliminate acts of discriinii�ation based
on race, color, creed, religior�, sex, t►andicap, ancestry, or
national origicl within the City of Brookings ,
NOIa TIIEREFORE, BE IT ORDIIINED BY TH� GOVERNING BODY OF
TFiE CITY OF AROOKINGS, SOIITH DAKOTA:

ARTICLE I . fIUA]AN RELATIONS COMI�IISSION
Section 2-70 . Purpose .
The purpose of tliis ordinance is to establish a Eluman
Relatior�s Commission wliich shall seek to discourage or eliminate
acts of discrirnination based on race, color, creed, re] iaion,
- sex, }�andicap, ancestry or national origin in the City of Brookings.
Ser.tion 2-71 . Created.
Tt�ere is lierehy creat.ed a CommiGsion on fluman Relations
which shall consist of nine (9) members appointed by the Mayor
witli approval of City Commission to serve W1t.�lOUt compensati�n
for a term of tt�ree (3) years . The Mayor shall give due reo,ard
to representation of minority groups ori tliis Commission.
Section 2-72 . Removal for cause , vacancies .
11ny member may be removed for cause . Vacancies oci t}�iis
Commission shall be fillecl by tl�e Mayor by appointment for the
unexpired part of the terrn of vacancy.
5ection 2-73 . Officers .
Ttie Commission on tiuma3� Rel.ations shall designate from
among its memberstiip a Chair.person, Vice-chairperson, Secretary,
and such other. officers and committees as it may deern
appropriate and necessary.
Sect.ion 2-74 . Meetiilgs .
Tlie Commission on Human Relations shall meet at s��ch
times and places as may be deter.mined by this Commission.
Section 2-75 . Quorum, Rules .
A quorum shall consist of five (5) membex�s . 'I'i�is

(a) To ir���estiqate and study the existai�ce, ctiaracter,
causes, and extezit of discrirnination in employment,
housing accommodations, property rigt�ts, education,
public accommodations , and public scrvices in the
City of Brookings, and to attempt to eliminate Gucl�
discrimination by education and voluntary mediation.

(b) To advise and provide a f.oru►n for ttiosc wtlo believe
they have been subjected to pro}iihited discriminatory
practices in tlie City of Brookings as specified in
SUCL #20-13 .
(c) To adviGe the Mayor, ttie City Commission, at�d tl�e •
respective d�partments of thE� city concer.ning matters
consistent with the pur.pose and functions of ttiis
Commission.
(d) To conduct educational progr�ms and disse►ninat-.e
inforination in furtl�erance of the policy of this
Commi�sion to eliminate discrimination in employment,
tiousing accomrnodations , proper.ty rigt�ts, education,
public accommodations, and public services in the
City of Brookings .
II .
ALL ORDINANCES IDl CONFLICT IiEREWITEi ARE HEREBY REPEALED.
