HomeMy WebLinkAboutOrdinance 20-1989 - Tabled : _ . , � / ORDINANCE NO. 20-89 AN ORDINANCE AMENDING SECTION 5-7 OF THE REVISED ORDINANCES OF THE CITY OF BROOKINGS, SOUTH DAKOTA, AND PERTAINING TO SUNDAY SALES OF ALCOHOLIC BEVERAGES BY ON-SALE LICENSEES IN THE CITY OF BROOKINGS, SOUTH DAKOTA. BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF BROOKINGS, SOUTH DAKOTA AS FOLLOWS, TO-WIT: Section 5-7. Sunday observance; Sunday sales by on-sale licensees from a fixed restaurant. I . No person within the city shall sell, offer for sale, serve, or allow to be consumed on the premises covered by a state license, any alcoholic beverages on Sunday, except any on-sale licensee shall have the right to sell , serve or allow to be consumed during private parties alcoholic beverages between the hours of 1 :00 o ' clock and 12 :00 midnight on Sunday with the serving of food where said licensee has facilities for the serving of prepared meals from a fixed restaurant with the � simultaneous seating capacity of at least thirty-five (35) patrons. For purposes of this section, private parties shall be defined as organized groups, associations or organizations of at least twenty (20) patrons. II . Robertson moved and Prunty seconded a maotion to table action on the motion indefinitely. ' � ��� ^ T0: Brookings City Commission � From: Bob Mundt, Director Brookings Convention/Visitors Bureau RE: Sunday Liquor Sales in Brookings The Brookings Convention/Visitors Bureau is in support of the request for Sunday Liquor Sales in Brookings and encourages your favorable action. As most of you know, the Brookings Convention/Visitors Bureau is funded in part by the local "Bed & Booze" tax and has been since its inception in 1984. In April of 1988, the states legal drinking age was raised to 21 . The result was a significant decrease in the amount of money generated by the tax. To off-set this decrease, the Bureau has stepped up its efforts to bring more conventions and activities to Brookings to capitalize on the "Bed" section of the tax and have met with good success . (A 25� increase in bookings over two years) . However, many conventions and their activities require or request that alcohol be served during their functions and, if on Sunday, rre are unable to meet that request. Thus , some conventions will not consider Brookings . Additionally, Sunday activities would be an additional day to collect the tax on the alcohol served and would provide additional revenue to market Brookings ' facilities to state and regional convention groups .
