ORDINANCE NO. 3-90
AN ORDINANCE AMENDING SECTION 18-19 OF ARTICLE II OF
THE REVISED ORDINANCES OF THE CITY OF BROOKTNGS PERTAYNING
TO THE COMPOSITION O� THE MUNICIPAL-COUNTY HOSPITAL BOARD OF
TRUST�sES,
Be ifi ordained by the governing body of the City of
Brookings that Section 18-19 of Article II of the Revised
�rdinances of the City of Brookings shall be amended to read
�s follows, to-wit:
Section 1$-19 - Composition, Appointment. The Board of
Trustees provided for by this Article shall be composed ot
seven (7) members, five (5) of such members shall be duly
qualified residents and electors of the City and shall be
appointed by the City Commis5ion. Two (2) of said members
shall be residents and e�ectors of the County, residiAg
outside the corporate limits of the City and shall be
appofnted by the County Commission.
ALL ORDINANCES IN CONFLZCT HEREWITH ARE HEREBY REPEALED.

This letter is in follow-up to our conversation last Friday morning regarding
the governing Board of the Brookings Hospital and Brookview Manor's request to
have the city ordinance under Section 18-19 of Article II revised to allow for
a seven member Board. Four of the members would be appointed from the City
and three from the County. The Board feels that this is a positive move to
allow for additional input at Board level and to provide a wider area of
expertise amongst the Board members. Your having A1 Glover, as City Attorney,
bring this before the City Commission at its next meeting for their approval
is very much appreciated.

T}lis will acknowledge receipt of your letter of February 8 ,
1990 . I have reviewed the proposed modifications to City
Ordinance whic�i would increase the number of Trustees on the
Hospital Board of Trustees from five (SJ to seven (7) , four (4)
board members being residents of ttie city and three (3) being
residents of the county.
I have done sonie research and finct nothing in State Law
which would limit the number of Directors or Trustees on a
Municipal Hos�ital Board of Trustees . I see no legal objection
to the proposal .

Dear A1;
Because of the continued complexity of the health care environment, the
governing Board of Trustees of the Brookings Hospital and Brookview Manor
recently discussed the appropriateness of increasing the Board size from
five to seven members. Section 18-19. Coaposition, appointment under
Article II of the Brookings Code specifies that there will be five members,
three of whom shall be from the city, and two from the county. This is
proposed to be changed to seven members with four members coming from the
city and three from the county. We have attached a proposed revision which
would be discussed at a future city and county commission luncheon.
I would appreciate you advising of any potential problems you see with
approaching the commissions with this change to the section of code noted,
or if there are any other areas that would require changing, problems that
we could expect to encounter, etc. The Board will be meeting again on
February 22, 1990 to further discuss this issue before meeting with the
commissioners. Your advising by that time will be very much appreciated.
