The official duties of the Official Board of Canvassers for a local jurisdiction are as follows: 1)Review the returns from each Vote Center. 2)Review the Poll Book List; 3)Satisfy itself the returns are genuine and not forged; 4)Tabulate the returns from the Vote Center and declare the result; and 5)Make an abstract of the results of the votes cast for each of the candidates and each of the issues (compare abstract form totals with the tabulation sheets totals and Poll Book). The abstract must be signed and certified by the canvassers under the seal of the City Clerk. Enclosures: 1)“Detail Results by Precinct” (Official Election Tabulating Machine Reports for each Vote Center) 2)E-Pollbook Reports 3)Resolution No. 15-041, Canvassing the April 14th Election 4)“Recap Sheet” (Official Judges final tally for each vote center) Instructions: Compare tabulation results all documents: EXAMPLE: Compare the following for Vote Center 3: RECAP Sheet, Line 12 266 Detail Results by Precinct, Total Ballots Cast 266 E-Poll Book Report, last page 266 Resolution No. 15-041, Total Ballots Cast:266 NOTE: The total number of ballots cast for all vote centers was 2,875. The resolution and canvass ballots cast for the municipal election only for a total of 2,699. Included in the Vote Center Results are School-Only voters. In order to determine the number of School-Only Ballots cast, look at the Machine Reports, and located at the top of the report under “Ballots Cast” locate Seq: 00002, School-Only Ballot Style. (Seq: 00001 is the Combined Municipal/School Ballot Style). Provisional Ballot was determined by the Provisional Ballot Board to be counted. This increased the total ballots counted by one (1). o A provisional ballot is a ballot which may be voted on by a person who appears at a polling place and swears that he or she is registered to vote, but whose name does not appear on the voter registration list. The purpose of a provisional ballot is to protect a person's right to vote when his or her name has wrongly been omitted from the voter registration list. The provisional ballot is sealed in a special envelope which is not opened on election night. The provisional ballot is only counted if documentation can be located after Election Day proving that the person was properly registered to vote. Vote Center 1 – Brookings Activity Center Compare the following: 1.RECAP Sheet, Line 12 816 2.Detail Results by Precinct, Total Ballots Cast 815 3.E-PollBook Report, last page 816 4.Resolution No. 15-041, Total Ballots Cast 815 The logs from the E-PollBooks have been analyzed and confirm the following scenario: 1. E-PollBook 1-2 locked up during the posting of a voter. 2. While the system was locked up a judge posted the same voter in E-PollBook 1-3. 3. E-PollBook 1-2 was restarted. When it restarted it finished the post, which resulted in two posts for the same voter. The E-PollBooks are set up to notify the Election Board of such incident, which would then not allow the voter to vote a second time. If you compare voter #439 and #443, you will find they are the same person; voted 2 minutes apart. Hart Corp. technical team is currently evaluating why this happened and what to do to eliminate that in the future. There was no such other voter collision at any of the other Vote Centers. Vote Center 2 – Bethel Baptist Church Compare the following: 1.RECAP Sheet Line 12 1,323 2.Detail Results by Precinct, Total Ballots Cast 1,324 3.E-PollBook Report, last page 1,323 4.Resolution No. 15-041, Total Ballots Cast 1,324 There were two Provisional Ballots from this Vote Center. It has been determined one of those ballots was eligible to be counted. Vote Center 3 – Holy Life Tabernacle Church Compare the following: 1.RECAP Sheet Line 12 266 2.Detail Results by Precinct, Total Ballots Cast 266 3.E-PollBook Report, last page 266 4.Resolution No. 15-041, Total Ballots Cast 266 Vote Center 4 Compare the following: 1.RECAP Sheet Line 12 59 2.Detail Results by Precinct, Total Ballots Cast 60 3.E-PollBook Report, last page 59 4.Resolution No. 15-041, Total Ballots Cast 60 The Election Judges processed one ballot incorrectly. It should have been handled as a Provisional Ballot and was incorrectly placed in the ballot box. Three (3) were not returned. One (1) “Absentee Messenger Request” was received and processed prior to 3:00 p.m. on Tuesday, April 14 th. Resolution No. 15-041 Canvassing the April 14, 2015 Municipal Election Whereas, on the 14 th day of April, 2015, there was held in the City of Brookings, South Dakota, an election for the purpose electing a Mayor and two City Council Members; and Whereas, the judges and clerks of said election have returned to the City Council of the City of Brookings the official results for the purpose of the Official Canvass; and Whereas, the City Council on April 17, 2015 has canvassed the results for the purpose of determining the official election outcome; and Now, Therefore, Be It Resolved by the City Council of the City of Brookings, South Dakota that the official vote at the City Election held April 14, 2015 was as follows: Mayor 3 Year (1) Keith W.
