Discussion on Site Analysis for Potential Recreation Center.
Summary:
Attached is a staff report analyzing two potential sites for the possible Recreation Center Project.
The analysis includes weighted criteria.
Background:
Pursuant to City Council direction for continued study of the possible Recreation Center, staff is
strategically segregating the project into components for in-depth analysis and research. This
component addresses strictly a site comparison analysis between two possible locations; the
Fishback Soccer Park, which was the subject of project for the referendum last year, and the Wiese
Business Park.

RE:Supplemental feasibility analysis, Indoor Recreation Center
Site analysis
Pursuant to City Council action at the September 20, 2016 City Council meeting, the Council directed the
completion of a comprehensive plan for advancing a second initiative for the abovementioned project
by December, 2017. The Council has yet to hold any further deliberations to determine any policy
directives on the varied and complex components of this potential project.
The report that follows is an attempt to separate the location component of the overall project from
other components of the project involving financing, amenities, programming and operations. To meet
the needs of such a facility and associated expansion space, parking, greenspace, access, and drainage
management, an area 15-20 acres will be necessary as determined by the initial report. The question of
financing has already been touched upon and other items will be addressed in the future. A staff report
on amenities will be forthcoming by mid-August. As such, this memo focuses exclusively on location
considerations.
The ad hoc Steering Committee’s report for the project (Chapter IV) addressed five (5) criteria for
guiding the siting decision of the project. They are as follows:
1)Access to pedestrians through existing or proposed sidewalks, trails, or pathways.
2)Access for motorists via arterial or collector streets.
3)Proximity to neighborhood subdivision, but not on neighborhood streets.
4)Utility access for water and sanitary sewer, telecommunications/fiber, natural gas lines.
5)Located in growth corridor or densely-developed area for future growth.
Several optional locations were considered by the Park and Recreation Advisory Board which culminated
in a recommendationto the City Council of the Wiese Business Park on 32nd Avenue for the location.
The City Council considered this location in addition to the Fishback Soccer Park.
Wiese Business Park is an approximately 29-acre parcel of land owned by the City and slated for future
commercial development on 32nd Avenue north of Brookings Marketplace and south of the Foster
Industrial Park. It has direct access from I-29 to 32nd Avenue via Highways 14 (6th Street) and 14 by-pass.
Fishback Soccer Park is a youth recreational complex consisting of ten (10) soccer fields located at 20
th
Street South and South Medary Avenue. As an active outdoor recreational complex, it is part of the City
of Brookings Park System. Privately-owned property exists to the east (5 acres) and the south (20 acres)
which are adjacent to the complex. It is envisioned that these parcels of privately-owned land could be
acquired to supplement any re-purposing of soccer fields.
Upon a determination of the City Council, the project before the voters last Aprilslated the Fishback
Soccer Park as the selected location for the project primarily because of Criteria 1, 3, and 5.
As we re-examine the issue, staff is suggesting expanding the list of criteria for considering the location.
In staff’s opinion, insufficient consideration was given to additional criteria important to the project
during last year’s attempt. Admittedly, the selection of specific criteria is more of an art than a science,
but this weighted factor methodology does provide a certain degree of quantitative and qualitative
reliability. As such, this list of 18 criteria should be pre-determined before ranking or applied weighted
values. As part of that determination, the list can certainly be refined by the Council but these are staff
recommendations.
Other Sites beyond Wiese Business Park and Fishback Soccer Park
The City Council is certainly not limited in the consideration of potential sites to the same two that were
contemplated in last year’s effort. However, if the abovementioned criteria were to be used, in whole
or in majority part, the consideration of additional sites becomes problematic and much more limiting
simply due to the availability of property meeting the criteria. Still, we could consider other sites. Since
the City owns a finite amount of land, our only other option is to identify locations privately-owned in
whole or in part, or aggregate separately-owned parcels, into one suitable site. There are very few
parcels of property this size that would be available to us for this project. Suggesting other privately-
owned sites is beyond the scope of this analysis and has not been so ordered by the Council. In
addition, it would not be prudent to discuss specific parcels in this memo as it would jeopardize any
potential negotiations should those sites wish to be under consideration in the future.
For purposes of this analysis, discussion is limited to the Wiese and Fishback sites.
Matrix results of Staff analysis of each site based upon 18 criteria listed above
The six staff persons listed on this memo independently ranked on a scale of 1-5, with 1 being lowest
and 5 being highest, the relative value of each of the listed 18 criteria against the two sites. The results
were aggregated and averaged into one composite score assessing the two sites. Staff is prepared to
provide the ranking results to the Council if desired; but we suggest a specific determination by the
Council of the criteria and their corresponding weighting should be agreed upon before revealing the
ranked results, or having the Council undertake a ranking exercise. Obviously, changes in the criteria
and/or their corresponding weighting will mathematically change the outcome of the scoring.
While not an exact science, the assessment of locations for public facilities cannot be done without a
certain degree of subjectivity. However, we believe we have made this process as scientific and bias-
free as we reasonably can.

City Hall with the following City Council members present: Mayor Keith Corbett, Council

Be It Resolved, by the City Council of the City of Brookings, South Dakota, as
follows:
1. The assessment roll for the 2017 Assessment of the 2014-02STA Main Avenue
South and 26th Street South Reassessment having been filed in the office of the City
Clerk on the 12th day of June, 2017 and the City Council shall meet in the
Chambers, Brookings City & County Government Center, in said City on Tuesday,
the 27th day of June, 2017, at 6:00 o'clock PM.
2. The City Engineer is authorized and directed to prepare a notice describing, in
general terms the 2017 Assessment of the 2014-02STA Main Avenue South and
26th Street South Reassessment, the date of filing the assessment roll, the time and
place of hearing thereon, stating that the assessment roll will be open for public
inspection at the office of the City Engineer and referring to the assessment roll for
further particulars.
3. The City Clerk is authorized and directed to publish said notice in the official
newspaper not less than ten nor more than twenty days before the date set for
hearing and to mail a copy thereof, by first class mail addressed to the owner or
owners of any property to be assessed at his, her or their last mailing address as
shown by the records of the Director of Equalization not less than ten nor more than
twenty days before the date set for said hearing.
Growth Partnership Update. Dwaine Chapel, Executive Director of the Research Park
at SDSU, and Jay Bender, Chair of the Growth Partnership, provided an update to the
City Council and public.
Resolution 17-064. A motion was made by Council Member Niemeyer, seconded by
Council Member Kidwiler, that Resolution 17-064, a Resolution Awarding Bids on 2017-
10SSI, 2nd Street South Drainage Improvement Project, be approved. The motion
carried by the following vote: Yes: 7 - Corbett, Niemeyer, Hansen, Kidwiler, Bacon,
Wendell, and Tilton Byrne.
Resolution 17-064 - Resolution Awarding Bids on Project 2017-10SSI; 2nd Street South
Drainage Improvement Project
Whereas, the City of Brookings opened bids for Project 2017-10SSI 2nd Street South
Drainage Improvement Project on Tuesday, June 6, 2017 at 1:30 pm at the Brookings
City & County Government Center; and
Whereas, the City of Brookings has received the following bids: Clark Drew
Construction, Inc., Brookings: $143,225.89 and Timmons Construction, Inc., Brookings:
$148,372.50.
Now Therefore, Be It Resolved that the low bid of $143,225.89 for Clark Drew
Construction, Inc., Brookings, SD be accepted.
Resolution 17-063. A motion was made by Council Member Kidwiler, seconded by
Council Member Wendell, that Resolution 17-063, a Resolution authorizing the
Purchase of Real Property for the Brookings City & County Government Center;
Authorizing the Expenditure of Funds for the Purchase of Real Property; and
Authorizing the Documents to Effectuate the Terms and Intent of this Resolution, be
approved. The motion carried by the following vote: Yes: 7 - Corbett, Niemeyer,
Hansen, Kidwiler, Bacon, Wendell, and Tilton Byrne.
Resolution 17-063 - Resolution authorizing the Acquisition of Real Property for the City
& County Government Center; authorizing the Expenditure of Funds and Exchange of
Property for the Purchase of the Real Property, and authorizing the Documents to
effectuate the Terms and Intent of this Resolution
Be It Resolved by the City Council of the City of Brookings, South Dakota (the “City”), as
follows:
Whereas, the City of Brookings is authorized to acquire real property pursuant to South
Dakota Codified Law § 9-12-1(2); and
Whereas, the City has determined that in order to acquire additional, necessary land for
the Intergovernmental Administration Building, it is necessary and desirable to acquire
the real property located at 205 – 6th Avenue, 211 – 6th Avenue and 519 Front Street,
all in Brookings, South Dakota, and described as follows: Lots Nine (9), Ten (10) and
Ten “A” (10A) in Block Three (3) of First Addition to the City of Brookings, County of
Brookings, State of South Dakota; and
Whereas, the real property described herein is being acquired by the County of
Brookings and the City of Brookings for the City & County Government Center to be
owned by each governmental entity in equal undivided shares, and will be utilized and
operated pursuant to the terms of a Joint Powers Agreement between the County of
Brookings and the City of Brookings; and
Whereas, the total cost of the real property shall not exceed the cash sum of Six
Hundred Seventy-five Thousand and no/100 ($675,000) Dollars, together with the
conveyance of two (2) surplus municipal lots whose total value is approximately
$75,000, in exchange for the above-described property, with fifty-two percent (52%) of
said cost paid by the County of Brookings at closing, and forty-eight (48%) of said cost
paid by the City of Brookings; and
Whereas, the City of Brookings intends to complete the transaction set forth herein
pursuant to terms, agreements and documents consistent with this Resolution, including
the completion of real estate exchange procedures in accordance with SDCL 6-5-4 with
respect to the surplus municipal lots, together with such other documents as are
necessary to effectuate the terms and intent of this Resolution
Now, Therefore Be It Resolved that
1. The real estate transactions set forth herein are hereby authorized subject to
further procedures to complete the exchange of real estate, and
2. The Mayor, City Manager, City Clerk and City Attorney are hereby authorized to
execute on behalf of the City the documents required to complete the
transactions described herein, consistent with the terms of this Resolution in a
manner satisfactory to the City Manager.
Ordinance 17-014. A Public Hearing was held on Ordinance 17-014, an Ordinance
pertaining to an application for a Conditional Use Permit for a Brewpub in a Planned
Development District on Lots 1-3, Block 4, Folsom Addition (also known as 126 Main
Avenue South). A motion was made by Council Member Tilton Byrne, seconded by
Council Member Bacon, that Ordinance 17-014 be approved. The motion carried by the
following vote: Yes: 7 - Corbett, Niemeyer, Hansen, Kidwiler, Bacon, Wendell, and
Tilton Byrne.
Resolution 17-061. A Public Hearing was held on Resolution 17-061, a Resolution
Determining the Necessity of Installing New Sidewalks in the City of Brookings at the
Expense of Abutting Property Owners, 2017-01SWR Concrete Maintenance Project. A
motion was made by Council Member Hansen, seconded by Council Member Kidwiler,
that Resolution 17-061 be approved. The motion carried by the following vote: Yes: 7 -
Corbett, Niemeyer, Hansen, Kidwiler, Bacon, Wendell, and Tilton Byrne.
Resolution 17-061 - Resolution Determining the Necessity of Installing New Sidewalks
in the City of Brookings at the Expense of Abutting Property Owners; 2017-01SWR
Concrete Maintenance Project
Be It Resolved by the City Council of the City of Brookings, South Dakota, as follows:
1. It is hereby determined that sidewalk installation meets the specifications under
City Ordinance Section 74-182 and is necessary abutting the parcels and lots of
land in the City described in the Notice to Property Owners attached to this
Resolution and marked as 2017-01SWR Concrete Maintenance Project.
2. Such sidewalks shall be installed to the width and of the materials prescribed by
Chapter 74, “Streets, Sidewalks and other Public Places” and Article V.
“Sidewalks”, and to the grade and in accordance with the Plans and
Specifications prepared in the office of the City Engineer.
3. The method of apportionment of benefits is as follows: Such assessments,
unless paid within thirty (30) days after the date of mailing of a statement of
account by the City, shall be collected by the City in accordance with the

Be It Resolved by the City of Brookings, South Dakota, that the City Council hereby
approves a Lease Agreement for the Operating Liquor Management Agreement for
Liquor between the City of Brookings and 25th Ave. LLC, dba The Lodge, for the
purpose of a liquor manager to operate the on-sale establishment or business for and
on behalf of the City of Brookings at 2515 6th Street.
Be It Further Resolved that the City Manager be authorized to execute the Agreement
on behalf of the City, which shall be for a period of five (5) years and renewal for
another five (5) years.
SDSU Conduit Financing. A motion was made by Council Member Hansen, seconded
by Council Member Wendell, that a request from SDSU Foundation for Conduit
Financing for 2017 be approved. The motion carried by the following vote: Yes: 7 -

CIP/CRP Review. City Manager Jeff Weldon presented a draft Capital Improvement

Summary:
The resolution will set the date and time for a public hearing on the 2014-02STA Assessment costs

Background:
The Brookings City Council adopted Resolution 17-066 on June 13, 2017, which set the public
hearing date as June 27, 2017 for the 2017 Assessment of the 2014-02STA Main Avenue South and
26th Street South Reassessment costs. However, the notice of the public hearing was not published
as required. This resolution will revise the public hearing date to July 11, 2017 and will rescind
Resolution 17-066. The public notice will be published as required. This is a procedural step in the
process to reassess and levy the costs for the 2014-02STA Main Avenue South and 26 th Street
South project.

Resolution Fixing Time and Place for Hearing Upon the Assessment Roll for the
2017 Assessment of the 2014-02STA Main Avenue South and 26th Street South
Reassessment
Be It Resolved, by the City Council of the City of Brookings, South Dakota, as follows:
1. The assessment roll for the 2017 Assessment of the 2014-02STA Main
Avenue South and 26th Street South Reassessment having been filed in the office of
the City Clerk on the 12th day of June, 2017 and the City Council shall meet in the
Chambers, Brookings City & County Government Center, in said City on Tuesday, the
11th day of July, 2017, at 6:00 o'clock PM.
2. The City Engineer is authorized and directed to prepare a notice describing,
in general terms the 2017 Assessment of the 2014-02STA Main Avenue South and 26
th
Street South Reassessment, the date of filing the assessment roll, the time and place
of hearing thereon, stating that the assessment roll will be open for public inspection at
the office of the City Engineer and referring to the assessment roll for further
particulars.
3. The City Clerk is authorized and directed to publish said notice in the official
newspaper not less than ten nor more than twenty days before the date set for hearing
and to mail a copy thereof, by first class mail addressed to the owner or owners of any
property to be assessed at his, her or their last mailing address as shown by the
records of the Director of Equalization not less than ten nor more than twenty days
before the date set for said hearing.
This resolution will rescind Resolution 17-066 adopted on June 13, 2017.

Summary:
The applicant is seeking to rezone a 31-acre parcel of land which is currently zoned Agricultural to
several residential districts including R-1D, R-2, and R-3. The rezoning is being proposed along with
a Preliminary Plat for Arbor Hill Addition, showing future residential development.
Background:
The property is located along 20th Street South and is currently undeveloped. The land is situated
between Bluegill Addition to the west and undeveloped R-3 property to the east. The general area is
residential in nature with R-1B land to the west, R-1C to the south, and R-3 property to the north and
east. The Comprehensive Plan Future Land Use Map shows the future land use as residential. The
proposed R-1D zoning is adjacent to Bluegill Addition and the R-2, and R-3 will transition to the east
to adjoin vacant R-3 property.
Findings of Fact:
1.The Comprehensive Plan identifies the area as future residential.
2.City utilities are available to the property.
3.Access will be provided via 20th Street South.
4.The general area is predominantly residential with R-1B to the west, R-3 to the north and east,
and R-1C and Agricultural land to the south.
5.The property is located outside of the floodplain.
Planning Commission Recommendation:
The Planning Commission voted 7-0 to recommend approval of the rezoning request.

Be It Ordained by the City of Brookings, South Dakota:
Section 1. That the real estate situated in the City of Brookings, County of Brookings, State
of South Dakota, described as follows, to-wit:
The North 1350’ excluding the East 1128.5’ and the platted lots and outlots thereof
and excluding the North 451’ of the East 339’ of the West 651’ of the NE ¼ of
Section 1-T109N-R50W, be and the same is hereby reclassified from an A,
Agricultural District to a Residence R-1D Single Family District, Residence R-2
Two-Family District and a Residence R-3 Apartment District.
In accordance with Section 94-7 of Article I of Ordinance 17-13 of the Code of Ordinances
of Brookings, South Dakota, as said districts are more fully set forth and described in
Articles III and IV, Chapter 94 of Ordinance No. 17-13 of the City of Brookings, South
Dakota.
Section 2. The permitted use of the property heretofore described be and the same is
hereby altered and changed in accordance herewith pursuant to said Ordinance 17-13 of
the City of Brookings, South Dakota.
Section 3. All sections and ordinances in conflict herewith are hereby repealed.

Chairperson Al Heuton called the regular meeting of the City Planning Commission to
order on Tuesday, June 6, 2017, at 5:30 PM in the Chambers Room #310 on the third
floor of the City & County Government Center. Members present were Tanner Aiken,
James Drew, Greg Fargen, Alan Gregg, Alan Johnson, Lee Ann Pierce, Kristi Tornquist
and Heuton. Also present were City Planner Staci Bungard, Community Development
Director Mike Struck, City Engineer Jackie Lanning, Rick Ribstein, Kyle Schade, Orrin &
Mary Erickson, Kay Patrick, Jay Goldhorn, Brian Leuders, Dave Larson, Cory Morrow,
Dori Ohm, Amanda Quam, Jung-Han Kimn, Deb Wendland, and others.
Drew recused himself.
Item #4b –CD Properties LLC has submitted a petition to rezone the N1350’ excluding
the E1128.5’ and the platted lots and outlots thereof and excluding the N451’ of the
E339’ of the W651’ of the NE1/4 of Section 1-T109N-R50W also known as 1718 20th

(Aiken/Johnson) Motion to approve the rezone request. All present voted aye.

OFFICIAL SUMMARY
Item #4b –This request is to rezone a 31-acre parcel of land which is currently zoned
Agricultural. There are multiple districts being proposed. A majority of the lots on the
west and through the middle is proposed to be zoned Residential R-1D. A portion in the
northeast corner will be zoned R-2 and then a small portion in the southeast corner is
proposed to be zoned to an R-3 Residential District.
James Drew feels that the zones being proposed are fitting based on the surrounding
zones and they also will start with the R-3 zoning on the west side and gradually move
to the east with R-2 Zoning and then R-1D zoning. James explained that they are
hoping to be able to have some walk-out lots available. The roads are laid out as so,
per request of the City. Tornquist questioned the drainage being proposed. James
noted that there are two lots being proposed for the drainage and this area is actually
near that natural drainage way through this development, with a slight shift to the west.
They also plan to have two ponds that will retain water in the proposed area.
Jay Goldhorn,1966 Spyglass Hill Drive, is wondering about a control structure for the
drainage. Is this going to be north of 20th Street S? Struck stated that north of 22nd St
S, there will be ponds for the drainage. Struck explained that all the drainage in this
area flows south so the land north of this development should not be affected. Jay
commented that the drainage actually flows thru where the developer is proposing a
road. And if the developer has to build this area up, the drainage could become an
issue. Heuton explained that after this land is rezoned, the developer will be required to
provide a plat of this land and the City will require a drainage plan be submitted and
approved.
Brian Leuders, 2027 17th Ave South, stated that the area which is zoned Ag, actually
drains into their yard. During heaving rains, runoff from this area has caused flooding
issues in their house. He is wondering if the lots just south of this acreage will be
required to drain south. He also questioned if the street between the proposed R-2 and
R-3 Districts is wide enough? Heuton is assuming that the street will be a typical city
street but that will be addressed during the platting process. In addition the drainage
will be addressed during the platting process.
Dave Larson, 2119 17th Ave S, is asking that the developer take the trees into
consideration when developing this area. The trees currently are in the backyard of
Dave’s yard and they appreciate the look and benefits of the trees.
Cory Morrow, 1919 Pebble Beach Circle, is concerned that Grand Arbor Avenue is
going to result in significant traffic increase near their property. Based on the way the
development is proposed, he feels a majority of the cars leaving this development will
come out on Grand Arbor Avenue.
Dori Ohm, 2111 17th Ave S, would also like to see that the trees be left. She also
questioned if these roads in this development will be constructed right away. She is
concerned that there are not enough egresses out of this area. Struck stated that a
secondary access will be required at the beginning of this construction phase. Amanda
Quam, 2220 17th Ave S, is also concerned about the influx of traffic with this
development. And she feels that maybe traffic evaluations should be done in this area
before the development is finalized.
Junh-Han Kimn,1938 Spyglass Hill Dr, is also concerned about the traffic coming off of
Grand Arbor Avenue.
Deb Wendland, 2103 17th Ave S would also like the developer to leave the trees. She is
also concerned about the traffic during construction.
James noted that a drainage study will be complete and will be approved by the City
prior to development starting. He does understand the drainage concerns of the
neighbors, but he feels that his development will take care of the water on his
development and should not affect the neighbors. James also commented that they will
definitely being leaving the trees. But he doesn’t have any control over future lot
owners. The traffic control in this development is based on the requirements of the city.
He agrees that the drainage to the east of this development does flow through the area
where the road is proposed, however, moving the road may not be an option since there
is already a road proposed to the east.
