That the real estate situated in the City of Brookings, County of Brookings, State of South Dakota, described as follovrs, to wit: Lota 8-13 of Block 3 Roberts Second Addition be and the same is hereby rezoned and reclassified from a class B-3 Buainess District to a R-3A Residentisl District. In accordance with Section 800. Article VIII of Appendix A of the Code of Ordinances of Brookings, South Dakota, as said districts are more fully set forth and described in Articles III, IV and V of Ordinance No. 715, Appendix A of the City of Brookings, South Dakota. Section 2. Scott Vander Heiden - Finance Chair Title of Resolution: Student reaction to zoning discussion Text of Resolution: Whereas, there is a need for guality, affordable, and �anded student housinq in the city of Brookinqs; Whereas, the citizens of Brookinas have filed a petition to rezone the areas west and south of campus from an R-3 zone to an R-2 zone: Whereas, the citizens of Brookings have moved for historical preservation of the areas west and south of the university; Whereas, the citizens of Brookings have provided the City Commission of Brookinqs with an ordinance that would allow te�porary zoninq control for the areas west and south of campus by prohibiting the demolition and removal of buildings in that area: Whereas, the City Planning Commission and City Commission have continually denied requests for R-3 zoning in other areas of the city; and Whereas, the City Planninq Commission and City Commission have made no plans publicly to otien other areas for student housing or R-3 development. Therefore, be it resolved that the SDSU Students' Association Senate oppose requests for rezoning, historic preservation. and temporary zoning control in the areas west and south of campus until the City Planning Commission and City Commission make available other areas for R-3 development and possible student housinq. RESOLUTION FOR PLANNING COMMISSION STUDY - COMMENTS I'm Phil Plumart, speaking as the chairman of the City Planning Commission.We appreciate the legal necessity for this resolution in keeping with the intention of Ordinance 5-94 which you just passed. We would like to oint out that the Cit Plannin Commission has been active P Y 9 in constantly updating the city zoning and land use plans and maps. The 1966 Plan referred to was updated in 1983 and again in 1990. The Plannin Commission has had an active subcommittee workin for the ast , 9 9 P f n n 2 1/2 years on a major updating of our zoning regulations. Re ere ces to uses o longer considered pertinent such as blacksmith shops, etc. will be deleted and uses relatively new such as recyling centers, etc. will be added. Furthermore, a new category of conditional uses will be added to provide more flexibility in some of our zoning areas. The work on preparing these new proposals is almost completed and will be forthcoming in the next few months for your consideration. In January, the Commission did discuss the need for additional areas for multiple-family residences and apartments. In February, such an area was proposed with great opposition from the neighborhood. The proposal was defeated. Another such area was explored in February, proposed and passed in March, and is presented to you today on your agenda as item 14. Furthermore, the Planning Commission did start action, in the spirit of your proposed resolution in creating a subcommittee to work with a subcommittee of the Historic Preservation Commission, especially with regards to the area concerned. We welcome the additional opportunity this resolution provides in working with other groups as well to add to or change our zoning ordinances to address the needs of Brookings citizens and for the welfare of the City of Brookings.
