HomeMy WebLinkAboutTSCMinutes_2018_04_121 BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center, 520 3rd Street Room 300 (3rd floor) Thursday, April 12, 2018 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, April 12, 2018 at 12:10pm in the City & County Government Center, Room 300. Members Present: Jackie Lanning, John Howard, Matt Bartley, Dave Erickson, Skip Webster, Kacie Richard, Lewayne Erickson, Justin Bucher and Stacy Perry. Members Absent: Tony Sonnenburg, Gary Gramm, Tim Heaton, Brian Lueders and Rodney Farke Others Present: James Weiss and Dave Law. Call to Order: Howard called the meeting to order. Approval of Minutes: Webster / Bartley made a motion to approve the minutes from the January11, 2018 meeting. All present voted aye. Motion passed. Additions to Agenda: Old Business: Discussion on visibility at the southeast corner of the intersection of 8th Street South and Main Avenue South Lanning provided a map of this area. She described the ordinance for the site triangle for two arterial streets is measured 25 feet measured along the property lines at the right-of- way, which was shown on the map. She stated what is difficult about the intersection is the current right-of-way widths do not match up on each leg of the intersection, which were shown on the map. She said the offset right-of-way makes it difficult for west bound vehicles to look to the south. She stated the owner of the property on the southeast corner is not violating the site triangle ordnance and has been putting his low equipment in this area. Lanning was unsure of any ordinances that would provide a better way to improve this area. New Business: Discussion on the roundabout design at the intersection of Jackrabbit Avenue and University Boulevard. Lanning provided a map showing a proposed roundabout at the intersection of Jackrabbit Avenue and University Boulevard. Dave Law from SDSU described the new roundabout at the intersection. Law stated it would make this intersection safer and traffic would flow better through the area. The project will be funded by the university and will be starting after graduation. Lanning stated the reason this issue was brought to the committee was because the eastern leg of University Boulevard is city right-of-way to 22nd Avenue. 2 Richard/Bucher made the motion to concur with the project proposed. All present voted aye. Motion passed. Discussion on request for possible parking changes to 7th Street, including the following options:  Remove parking from the north side of 7th Street between 14th Avenue and Jackrabbit Avenue  Move parking from the north side of 7th Street between 14th Avenue and Jackrabbit Avenue to the south side of the street  Move parking from the north side of 7th Street between Medary Avenue and Jackrabbit Avenue to the south side of the street Lanning gave an update about a meeting the City held with SDSU to discuss an upcoming housing project, and SDSU provided a drawing of the layout. Lanning described several parking options that the committee could discuss. Jim Weiss and Dave Law described the project which will increase the student housing units and the parking lot spaces. They stated SDSU has enough parking spots for every resident and they would like to encourage students to park in the lot provided. They stated by removing the parking on the north side of 7th Street, the students would park in the lot provided and it would also help with maintenance of the boulevards. L. Erickson stated with the new design, there would be no driveways on the north side of 7th Street and with the number of houses and driveways on the south side of 7th Street that there wouldn’t be enough parking stalls for the guests of those homes. Bartley stated parking does affect snow removal. Webster said he was in favor of the parking lots, but would prefer to leave the parking on the street for now and the committee could readdress it if it poses a problem. L. Erickson/ Bucher made a motion to reject all the proposals. All present voted aye. Motion passed. Lanning suggested monitoring this area and the item could be brought back to the committee at a later date if needed. Member Reports: Bucher would like the City to look at the signal timing at 12th Street South and 17th Avenue South, as the timing seems too short going north in the morning. Richard mentioned the traffic backs up on 13th Avenue and 6th Street when making left turns. Webster asked about the recommendation of the 4-way blinking stop signs at the intersection of 22nd Avenue South and 32nd Street South. Lanning stated the signs have been ordered and should be installed soon. Bartley stated a citizen asked him to talk to the committee about allowing parking on the south side of 8th Street South during church hours. The committee didn’t think this was a safe decision. 3 D. Erickson had a couple requests from citizens for allowing Summit to be the through street and having stop signs on Copper Mountain Road, Powderhorn Pass and Telluride Lane.
