BROOKINGS TRAFFIC SAFETY COMMITTEE

The Brookings Traffic Safety Committee held its monthly meeting on Thursday, January
11, 2018 at 12:10pm in the City & County Government Center, Room 300.
Members Present: Jackie Lanning, John Howard, Tony Sonnenburg, Matt Bartley, Dave
Erickson, Gary Gramm, Carol Rettkowski, James Weiss, Skip Webster, Kacie Richard,
Tim Heaton, Justin Bucher and Stacy Perry.
Members Absent: Brian Lueders and Rodney Farke
Others Present: None.
Call to Order: Howard called the meeting to order.
Approval of Minutes: Webster / Sonnenburg made a motion to approve the minutes from
the November 9, 2017 meeting. All present voted aye. Motion passed.
Additions to Agenda: Discussion on recommendations on placement of new speed sign.
Old Business:
Discussion on Traffic Safety Committee Purpose Statement
Lanning passed out the proposed resolution with the updated purpose statement with the
revised duties and responsibilities that the committee discussed at previous meetings.
Heaton/Webster made the recommendation to approve the Traffic Safety Committee
Purpose Statement. All present voted aye. Motion passed. The recommendation
will be given to the City Manager for review and it will be put on a future City Council
meeting for approval.
New Business:
Discussion on recommendations on placement of new digital speed sign.
Erickson discussed the two current digital speed signs are located on Western Avenue and
Orchard Drive. The police department will be receiving a new digital speed sign from the
Highway Safety Department from a grant they received and they are looking for
recommendations on the placement of the new sign. Gramm asked if the signs were
portable and Erickson said they are. The signs are typically attached to a light pole and the
street department can move them to different locations. Howard asked how long are they
placed at one location. Erickson would like to see them at a location for a year or less
because they lose credibility if they are at one location too long. Gramm would
recommend the location of the southern end of 22nd Avenue for the northbound traffic for
the third speed sign. Sonnenburg suggested 6th Street near Western Avenue for vehicles

in both directions. Heaton suggested Medary Avenue for vehicles southbound near the
Highway 14 Bypass. Weiss stated SDSU is purchasing 3 sets of speed signs and Medary
Avenue was one of the locations they were looking at placing one of them. Rettkowski
recommended putting them around the schools. Sonnenburg stated the officers do patrol
traffic around the school area before and after school. Erickson stated one of the problems
with the speed signs is with a rush of traffic the radars cannot differentiate between
vehicles and would not recommend putting them in the school areas. Perry would
recommend putting one in the 400 block on Elm Avenue. Bartley stated there is an
additional sign on 5th Street South that belongs to an SDSU professor for his speed study,
and he has not asked for that sign to be moved. Lanning suggested using the portable
trailer more in these problem areas.
Update on 2018 Construction Projects
Lanning updated the Traffic Safety Committee on upcoming projects, which include:
20th Street South from Main Avenue to Medary Avenue: asphalt overlay
Lefevre Drive cul-de-sac: concrete pavement and storm sewer
3rd Avenue from Harvey Dunn Street to 11th Street: asphalt overlay
Eastbrook Drive & Sunrise Ridge Road: asphalt overlay
8th Street & 20th Avenue: storm sewer and pavement patching
6th Avenue South viaduct: storm sewer and concrete pavement
22nd Avenue Corridor Study: the committee is invited to the City Council meeting on
February 27th to listen to the update on the corridor study.
Review and approval of the 2017 Annual Traffic Safety Committee Report
The committee discussed the annual report. Bartley/Gramm made a motion to approve
the annual report. All present voted aye. Motion passed.
Election of Officers for 2018
The committee briefly discussed the election of officers. Webster/Sonnenburg made a
motion to nominate John Howard as Chair of the Traffic Safety Committee. All
present voted aye. Motion passed. Rettkowski/Heaton made a motion to nominate
Skip Webster as Vice-Chair of the Traffic Safety Committee. All present voted aye.
Motion passed.
Member Reports:
Webster asked about the recommendation of the lighted 4-way stop signs at the
intersection of 22nd Avenue South and 32nd Street South. Lanning stated the City and
county both need to put the signs into their budget.
Howard would like the intersection of 8th Street South and Main Avenue South on the next
month’s agenda. He stated there is poor visibility on the southeast corner due to the
Bobcat equipment parked near the corner.
The next meeting is scheduled for February 8, 2018. Meeting adjourned.
