HomeMy WebLinkAboutTSMinutes_2017_06_08BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center, Room 312 Thursday, June 8, 2017 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, June 8, 2017 at 12:10pm in the City & County Government Center, Room 312. Members Present: Skip Webster, Jackie Lanning, John Howard, Shayn Damm, Gary Gramm, Jeff Miller, Matt Bartley, Gregg Jorgenson, Tim Heaton, Brian Leuders, and Tony Sonnenburg, Members Absent: Carol Rettkowski, Kacie Richard, and James Weiss. Others Present: Nancy Flynn, Marty Stanwick, Mel Schrader, Stacy Steffensen, Lee Ann Pierce, and Pat Fishback Call to Order: Howard called the meeting to order. Webster/Jorgenson made a motion to approve the amended minutes from the March 9, 2017 meeting. All present voted aye. Motion passed. Additions to Agenda: None. Old Business: Update on 6th Street Construction Project: Lanning passed out a map of the current detour and gave an update. She stated th e 6th Street and 22nd Avenue detour will be in place until mid-August. New Business: Discussion on site visibility at the intersection of 4th Street and 7th Avenue: Lanning had a request from Sheriff Stanwick to look at the visibility at this intersection. Sheriff Stanwick stated there are visibility issues at this intersection and the discussion came about from concerns brought up during the jail expansion meetings. He stated this intersection isn’t a normal intersection because of the parallel parking on the south side of 4th Street and the stop sign on 7th Avenue sits back farther on a light pole. Sheriff Stanwick looked at the accident data and found (1) one accident in the last (3) three years. He suggests a 4-way stop and removing 10 parking spots of the boulevard parking closest to the intersection. Sonnenburg suggested putting in a bump out so the intersection is more aligned and that he liked the idea of removing parking from the boulevard. Damm agreed with Sonnenburg and also suggested moving the stop sign closer to the intersection instead of on the current light pole. LeeAnn Pierce suggested that removing the boulevard parking allows a considerable amount of green space on the north side of the jail. She stated as you look east on 4th Street crossing the 7th Avenue intersection that there is no boulevard parking and the lanes would line up straight. Bartley asked if the cost of the bumpout project would be at the city’s expense. Lanning said she does not have it in the budget and there was some discussion if the county would pay for it. Sheriff Stanwick said this is a safety concern and thinks the city should cover it. Jorgenson agree d with Damm that the stop sign sits too far back from the intersection. He liked the idea of moving the stop sign forward and painting a stop bar. Bartley and Damm both agreed. Lanning also made a suggestion that the angled parking could be changed to parallel. Sonnenburg/Leuders made the motion to send public notifications and putting this on the agenda for next month. All present voted aye. Motion passed. Discussion on pedestrian crossing at alley on the west side of 7 th Avenue between 5th Street and 6th Street (at First United Methodist Church): Lanning received a call from Jim Meyer from First United Methodist Church and he is concerned about children crossing the alley and would like a crosswalk or pedestrian sign. Nancy Flinn stated she also had concerns and was almost hit by a vehicle when she was walking with her grandchild and suggested a speed bump inside the sidewalk. Howard would like more information from Meyer and would like to invite him to come to the next meeting. Lanning/Bartley made the motion to table until the next meeting. All present voted aye. Motion passed. Member Reports: Miller updated the committee about a temporary 4-way stop signs that are being installed at the intersection of 22nd Avenue and 32nd Avenue South.
