MEETING
THURSDAY, AUGUST 17, 2017
The Joint Powers Board met in regular session on Thursday, August 17, 2017 with the
following members present: Mike Bartley, Stephne Miller, and Mary Kidwiler. Nick Wendell was
absent.
Mike Bartley called the meeting to order and a quorum was established.
Assistant City Manager Kevin Catlin discussed the budget with the board. Catlin said normal
payments have been made; there have been no changes to the budget.
Commission Department Director Stacy Steffensen discussed the wireless panic button
testing with the board. She said Commission Office Coordinator Michelle Delaney went around to all
of the offices with Safe & Secure to test all of the buttons.
Steffensen discussed the frequency of safety drills with the board. Steffensen said there is a
severe weather drill, a lockdown drill, and a fire drill. She said they typically do each drill once a
year, but they are looking at having it twice a year instead. Miller said there is turnover and having
the drill twice a year sounds like a good idea. Steffensen said they will discuss it more in detail
during the County’s Safety Meeting. She said the request came from the City’s Safety Committee.
Steffensen discussed the idea of putting a restroom in the lower level of the building. She
said when the sirens go off in town, everyone is ordered to go in the basement of the building and
there are no bathrooms in the basement. Miller said at this point in time, they could put at least
one bathroom in the basement. Catlin said he would get some cost estimates to put in one
bathroom.
Steffensen said County Development Director Robert Hill would like the board’s permission
to utilize the first floor of the City/County building for National Preparedness Day on September
15, 2017. By consensus, the board gave Hill their approval to utilize the first floor of the building.
Steffensen said the County’s liability insurance representatives did a walk-through of the
building and they suggested that the city and county have a Usage Agreement when outside groups
use the meeting rooms. Steffensen said they could draft a waiver form for them to sign before
using a room. Miller said signing a waiver would be a great idea.
A motion was made and duly seconded to adjourn. Motion carried. The next regular
scheduled meeting is Thursday, November 16, 2017.
