HomeMy WebLinkAboutBBACMinutes_2017_07_26 Brookings Bicycling Advisory Committee July 26, 2017 Minutes A meeting of the Bicycle Advisory Committee was held on Wednesday, July 26, 2017 at 4:00 pm at Brookings City & County Government Center with the following members present: Chair Mike Lockrem, Keith Schram, Joanie Holm, Caleb Evenson, Jennifer McLaughlin, Emily Braun, Steve Paula, Brittany Kleinsasser and Eric Rasmussen. Members Absent: Liaison Steve Berseth. Guests included Lawrence Novotny, City Clerk Shari Thornes, Police Chief Jeff Miller, City Engineer Jackie Lanning, Assistant City Manager Kevin Catlin, Recreation Manager Darrin Hoff and Communications Specialist Laurie Carruthers. Chair Lockrem called the meeting to order at 4:02 p.m. A motion was made by McLaughlin, seconded by Holm, to approve the agenda. All present voted yes; motion carried. A motion was made by Evenson, seconded by Braun, to approve the June 21, 2017 Minutes. All present voted yes; motion carried. Due to staffing conflict, the July meeting was rescheduled to July 26 at 4pm. Final Planning for 2017 Mayor’s Ride. Thornes reviewed the checklist and tasks. She advised there are a few spots that need to be filled and reminded everyone about the Bicycle Friendly Designation Event. Rasmussen arrived at 4:10 pm. Bicycle Repair Station Support Request. Thornes advised that bicycle repair stations are free for the public to use and provide the tools necessary to perform basic repairs and maintenance for bicycles. Possible locations include: downtown, library and Bicycle Friendly Businesses. Lockrem advised that a policy needs to be set establishing standards for quantity, proximity, public right-of-way, maintenance and consistency. He also suggested the stations be offered on a first come, first serve basis and would require city approval. People for Bikes is a possible funding option. City’s process and status in securing bicycle trail loop easements. Rasmussen advised that easements are a simple document with minimal cost. If property owners are agreeable, why not secure the easements now. Thornes and Lanning will review a parcel map and report at the next meeting. City Master Comprehensive Plan Community Workshops, August 9th, on 6th Street corridor land use and transportation planning. Thornes reminded everyone regarding the overall schedule, times and locations. Staff updates. 2017 projects – Thornes and Lanning provided updates on the following projects: 1) Installation of extended gutter pans & bike push buttons at 2nd Street South & Main Avenue South; and 2) Preparing the south side of 5th Street South intersection for shared use path connecting Medary Elementary School and the Brookings High School. Under the TAP Grant (SD Transportation’s Alternative Grant), the city will be applying for a new shared use path to connect the eastside hotels to the Allyn Frerichs Trail. This would fulfill priority #26 in the Bicycle Master Plan Appendix C – connect hotel visitors, bicyclists and pedestrians from a high density commercial area to the Allyn Frerichs Trail. The proposed plan includes an eight foot shared use path on the west and north sides of LeFevre Drive and a five foot sidewalk on the south side. A site visit will take place on August 9 at 11:00 am. If awarded, this would be a potential 2018 project. Action would be required from the City Council. Lanning is looking for letters of support and possibilities include BBAC, CVB, and individuals. Thornes will send template examples for the letters of support. Lanning advised there are a couple of options for the SPR Grant (State Planning & Research Program). The options include corridor planning studies of #31 – Medary from 14 bypass to 12th Street S or #32 trail loop. Rasmussen advised that trail loops draw people and make towns become destinations. Other members of the BBAC agreed. The deadline is March 1, 2018. Thornes advised that additional bike racks are needed at the Brookings Public Library. This is a highly visible location and could be a prime candidate for Brookings’ first covered bike rack. Staff are researching the slope, options, styles and safety. Friends of the Library could be a potential donor. Thornes advised that by establishing a bike count program, it will help analyze travel behavior and assist with decision making on street improvements. This will also provide data to support future grant applications. The Engineering Department will included a bicycle count in their future traffic counts. Staff are currently reviewing methodology and training materials. Staff advised that key organizers of the Bicycle Master Plan will be presenting at the Growing Sustainable Communities in Dubuque, IA on October 3 and 4. The presentation is focused on transportation and will highlight the master planning process, team effort, high citizen engagement, and the fact the Bicycle Master Plan is already being implemented throughout the city. Speakers include: Project Manager Shaun Lopez Murphy, Mike Lockrem, Emily Braun and Laurie Carruthers. Announcements/Correspondence/Calendar. 8/17 Mayor’s Ride 10/3-4 Growing Sustainable Communities Conference, Dubuque, IA Motion was made by Rasmussen, seconded by McLaughlin to adjourn the meeting at 4:55 p.m. All present voted yes; motion carried.
