HomeMy WebLinkAboutLBMinutes_2016_01_14 BROOKINGS PUBLIC LIBRARY BOARD OF TRUSTEES January 14, 2016 AMENDED MINUTES The Board of Trustees of the Brookings Public Library met on Thursday, January 14, 2016 at 5:30 p.m. in the Historical Room of the Brookings Public Library MEMBERS PRESENT: Bill Gengler, Janell Hoffelt, Larry Rogers, Kyle Schaefer, Deb Waltman OTHERS PRESENT: Elvita Landau, Alice Hayes Call to Order Bill Gengler called the meeting to order. Approval of Agenda Bill Gengler called for approval of the meeting agenda. Elvita Landau requested an addition to the agenda, for permission to refund cost of lost items. Janell Hoffelt moved to approve the meeting agenda as amended. Kyle Schaefer seconded. Motion carried. Approval of Minutes Bill Gengler called for approval of the minutes from the December 10, 2015 meeting. Janell Hoffelt moved to approve the minutes. Kyle Schaefer seconded. Motion carried. New Business Approval of December Bills Elvita Landau noted that the Library made payments for additional e-book content, as well as Boospie and OverDrive subscriptions and Public Library Association Conference registrations. Larry Rogers moved to approve the December list of bills. Janell Hoffelt seconded. Motion carried. Election of Officers Kyle Schaefer moved to nominate Larry Rogers for the position of Board Chair. Janell Hoffelt seconded. Motion carried. Deb Waltman moved to nominate Bill Gengler for the position of Board Vice Chair. Kyle Schaefer seconded. Motion carried. Set Date and Time for Monthly Meeting The Board agreed to stay with the second Thursday of each month at 5:30 p.m. for Board meetings. Approve 2016 Out-of-county Fee After discussion, Bill Gengler moved to keep the out-of-county fee at $32 per individual, $42 per family for 2016. Deb Waltman seconded. Motion carried. South Dakota Festival of the Book 2016 The Festival will be held in Brookings from September 22-25. The events will take place at the Brookings Public Library, South Dakota Children’s Museum, Brookings Arts Council, Brookings Activity Center and Brookings City/County Building. The Festival committee is still in discussion about a venue for author signings, as they need a location in the surrounding area that is large enough area for this event. There will be many opportunities for volunteers to help with the Festival. September 22 will be Children’s Day and the events will be held in Sioux Falls on that day only. Elvita asked the Board to donate funds for an event, yet to be finalized, that the Library would host as part of the Festival. She requested $1,000.00 from the General Fund and $1,500.00 from the Fines Account. Kyle Schaefer noted a conflict of interest and abstained from voting on the matter of the Festival of the Book activities. Bill Gengler moved to approve the expenditure of $2,500.00 for the event, with the option to revisit the matter for additional funding when it’s decided what the event will be. Janell Hoffelt seconded. Motion carried. Approval of 2016 Fines Budget Janell Hoffelt moved to approve the 2016 Fines budget. Bill Gengler seconded. Motion carried. Strategic Plan Report Elvita provided an update on the achievements of the current Strategic Plan, which runs from 2014 through 2016. She also reminded the Board that, sometime around July this year, the new Library Director should begin working with the Board on a new strategic plan. Other Items and Reports Librarian’s Report Elvita Landau presented her monthly report to the Board. She requested the Board’s involvement with the interviews of prospective candidates for the Director of Library Services position. They will be interviewed by the City on Wednesday, January 20, and Thursday, January 21, at City Hall. The candidates will then be given a tour of the Library. Elvita asked Bill Gengler to lead the tours, and asked the other Board members to be present at the Library to meet the candidates and field questions. Request for Permission to Refund Cost of Lost Items (Addition to Agenda) Elvita asked for permission from the Board to refund $160.00 paid by a patron for lost materials. The patron was involved in a motor vehicle accident during which the items were lost. Kyle Schaefer moved to refund expenses in the amount of $160.00 directly related to the items lost in the accident. Bill Gengler seconded. Motion carried. Financial Reports Elvita said it was less expensive to pay for American Library Association memberships for staff attending the Public Library Association conference, thus saving on the PLA registration fee. Elvita commented that the Summer Reading Program T-shirt sponsorships had not covered the cost of the T-shirts for the 2015 session. She will need to talk to Katherine Eberline about handling this properly in the future. Bill Gengler moved to adjourn the meeting. Janell Hoffelt seconded. Motion carried.
