HomeMy WebLinkAboutBdAppealsMinutes_2007_12_19S:ce\barb\off\BldgCode-Appeals-12-07-Minutes 1 BUILDING CODE BOARD OF APPEALS MINUTES DECEMBER 19, 2007 A Building Code Board of Appeals meeting was called to order by Spencer Hawley on Wednesday, December 19, 2007 at 2:00pm in the City Hall Meeting Room. Members present were: D. Anderson, G. Foster, R. Froehlich, D. Rettedal and S. Hawley. Other present were: Greg Miller, Building Services Administrator and Jackie Lanning, City Engineer. The meeting was held to discuss the changes from the existing 2003 International Building Code (IBC), which the City is using to the 2006 International Building Code which the city plans to adopt. Changes from the codes were what percentage of damage makes people comply with the new code and install sprinkle systems. Greg Miller went over the 2006 IBC changes from the 2003 IBC. He had a handout and discussed the list of changes, which are as follows:  304.1 Business Group B.  414.2.4 Hazardous materials – fire-resistance rating requirements.  Table 508.3.3 Separated occupancies.  707.14.1 Elevator Lobby.  [F] 903.2.1.2 Automatic sprinkler systems Group A-2.  1007 Accessible means of egress.  1008.1.9 Panic and fire exit hardware.  1014.3 Common path of egress travel.  1105.1 Public entrances. Discussion on existing building code relating to what percent of damage makes them comply with the new code. We will present that at the next Board of Appeals meeting. There are issues in Brookings, where store fronts have keyed lock on the inside door lock and people could get trapped inside the store. They need to have a lever handle. They could also have a decal on the door that the door is open during business hours. Public entrances change where at least one entrance needs to be ADA, now it says 60% of the required entrances need ADA accessible. Greg reviewed what the Sioux Falls amendments are to the 2006 Codes, which are as follows:  101.2 Scope.  108.2 Schedule of permit fees.  1015.2.1 Two or three exits or exit access doorways.  1106.8 Signage. Greg described the change in the access doorway change, the signage change is mainly for colors of signage. The separate facility amendment is for the plumbing features. Sioux Falls amended it for 25 occupancy for separate facilities. The Committee discussed the national changes to the 2003 IRC, which are as follows:  R301.5 Minimum live loads.  R302.1 Exterior walls.  R308.4 Hazardous locations.  R310.1 Emergency escape.  R310.5 Emergency escape windows under decks and porches.  R317.1 Two-family dwelling separations.  Table 404.1.1(5) Concrete foundation walls.  R613.2 Window sills.  M1502.6 Clothes dryer duct length. These are the changes that Sioux Falls has made to their building code.  Fees.  R302.1 Exterior walls.  R404.1 Concrete and masonry foundations walls.  R613.2 Window sills.  R907.3 Re-covering versus replacement.  Section 11-50 Judicial Review. Greg described each item. One important change is that the emergency escape change states that operational constraints on egress windows doesn’t require special knowledge. Regarding the two- family dwelling separation, the Committee discussed firewalls for duplexes and town homes. Window sills were adjusted to 24” off the floor for a window 10’ above the ground. Sioux Falls adjusted the height to 18”. The code also changed the clothes dryer duct length. Greg will put out the proposed amendments for the next meeting. Greg will have a discussion at the next meeting on these changes. Greg also showed the committee the Sioux Falls sample of their Residential Handbook. He will be working on a handbook.
