HomeMy WebLinkAboutJPBMinutes_2016_12_01BROOKINGS CITY/COUNTY JOINT POWERS BOARD MEETING THURSDAY, DECEMBER 1, 2016 The Joint Powers Board met on Thursday, December 1, 2016 with the following members present: Keith Corbett, Stephne Miller, Patti Bacon, and Lee Ann Pierce. REGULAR BUSINESS Keith Corbett called the meeting to order and a quorum was established. Motion by Miller, seconded by Bacon to approve the minutes from the August 18, 2016 Brookings City/County Joint Powers Board Meeting. All members voted “aye.” Motion carried. Assistant Brookings City Manager Kevin Catlin reviewed the 2016 budget with the board. The board discussed the mother’s room. Catlin said they received a quote from Robbin’s Construction to create a new room in the west storage area in the basement. He was asking for board direction on how to proceed. Corbett said he believed this project had been put on hold. Bacon asked if they were still going to look at using the space designated for future b athrooms. She said employees want and need this room. She said the current space is unacceptable. Miller said they have to provide a space and the space provided is adequate. She said if they expand the building to include additional office space in the basement, they can look at it again. Bacon said she is not happy with this decision. Catlin discussed the installation of an automatic switch on the building’s generator. He said a breaker had to be replaced, which was an unanticipated expense. However, Catlin said that everything is now fixed and the generator has been tested. The board discussed how the generator will be tested moving forward. The board discussed the disbursement of master keys for the building. And they discussed the quarterly cleaning service assessments of the building. Building Services Administrator Jared Thomas met with the board to discuss the possible installation of a humidifier for the building. Thomas said the quote he received from Johnson Controls is approximately $32,000. He said Johnson Controls also suggested decreasing the amount of air movement into the building could help. However, Thomas said that would require installing a carbon dioxide detector. City Administrator Jeff Weldon asked if there truly is a problem in the building. Thomas said the humidity levels are about 80% in the summer and drop to the teens during the winter months. He said the extremes have caused the veneer to peel in places. Weldon said what he has observed hasn’t been getting worse. He believes the peeling may have happened within the first couple of years and prior steps to fix the issue have helped. Miller asked if chemicals would be needed for the humidifier. Thomas said it would use steam, so no chemicals would be needed. Pierce asked what it is that they want to fix by purchasing the humidifier. Miller said this is a big building with not a lot of people in it. She said bodies create humidity and there are a lot of spaces in the building without people in them. Miller said the current system doesn’t take that into account. She suggested they try throttling back the fresh air before buying a humidifier. Weldon said Johnson Controls should also coordinate with West Plains, the engineers who designed the current system. The board agreed to try adjusting the air flows to see if that helps stabilize the humidity levels. The board discussed the planters on the west side of the building. They indicated that they would like to see something planted in them next summer that can withstand the heat. Catlin provided a quote for additional television screens in the chambers so council and commission members can see what is being broadcast. The quote was approximately $10,500. The board agreed that was too much and to do nothing at this time. Catlin updated the board on the installation of a bike rack near the north entrance of the building. Steffensen informed the board of concerns that were voiced when city and county employees were asked to not park in the west parking lot due to an event being held in the building. She said that she and Weldon discussed the matter and they want to maintain the option of asking employees to do that in certain instances. However, Steffensen said future requests will come directly from Weldon, Catlin or herself with more notice. Weldon asked if the county would assist with snow removal at the building. Miller and Steffensen said they would talk to Highway Superintendent Dick Birk and have him coordinate efforts with City Street Superintendent Matt Bartley. Motion by Pierce, seconded by Bacon to adjourn. All members voted “aye.” Motion carried.
