HomeMy WebLinkAboutJPBMinutes_2016_02_18BROOKINGS CITY/COUNTY JOINT POWERS BOARD MEETING Thursday, February 18, 2016 The Joint Powers Board met on Thursday, February 18, 2016 with the following members present: Keith Corbett, Stephne Miller, Patty Bacon, and Lee Ann Pierce. REGULAR BUSINESS Keith Corbett called the meeting to order and a quorum was established. Motion by Miller, seconded by Bacon to appoint Keith Corbett as Chairperson of the Joint Powers Board for 2016. All members voted “aye.” Motion carried. Motion by Pierce, seconded by Corbett to appoint Stephne Miller as Vice-Chairperson of the Joint Powers Board for 2016. All members voted “aye.” Motion carried. Motion by Miller, seconded by Pierce to approve the minutes from the November 19, 2015 Joint Powers Board Meeting. All members voted “aye.” Motion carried. The board discussed putting permanent blinds on the first floor County conference room. Commission Department Director Stacy Steffensen said the first floor conference room does not have any blinds covering the windows and when a meeting is in session you feel on display. Steffensen said permanent blinds would cost roughly $680.00. Motion by Miller, seconded by Bacon to purchase permanent blinds for the first floor County conference room. All members voted “aye.” Motion carried. The board discussed changing the dial-up connection to a cellular connection for the building’s security system in the event of an emergency. Steffensen said having a cellular connection would be a lot quicker than keeping the dial-up connection. Motion by Miller, seconded by Bacon to approve and authorize Safe -N-Secure change the dial-up connection to a cellular connection. All members voted “aye.” Motion carried. Steffensen updated the board on an active shooter training program. Steffensen said a gentleman from Sioux City, IA would come to Brookings and do two-three hour training sessions for 100 people each and two-1 hour breakouts sessions for 50 people each. Steffensen said he could train a total of 200 people for $5,000 plus his travel expenses. Steffensen said it sounds expensive, but he does a phenomenal training. Miller said one life is worth that expense. Miller asked if the training would be for all city and county employees or other entities as well. Bacon said the courthouse employees and the school board should participate in the training. City Manager Jeff Weldon asked if office staff would benefit most from the training. Miller said the training is for only 200 people; the board could always bring him back again if needed. Motion by Pierce, seconded by Bacon to approve an active shoote r training program for all city and county employees. All members voted “aye.” Motion carried. City Manager Jeff Weldon updated the board on lactation room alterations. Weldon said they invited a representative from a breast feeding group and a Lactation Specialist with the Brookings Health System to come and look at the current room held for working mothers. Weld on said their observation of the room was that it is a good start, but there are things that can be done to improve it. As a follow up to that, Weldon said a meeting took place with city and county employees who also made suggestions to make the room more efficient. Weldon said the thermostat and water temperature has been fixed. Steffensen said she would donate a nice, gliding chair to replace the current one. Bacon thanked Steffensen and Weldon for working on making this room better for the working mothers. Bacon suggested making the small fixes first and then surveying the employees who use it again before doing any major reconstruction. Weldon said he could put a bulletin board in the room so they could hang pictures and brochures/newsletters on it. Steffensen said she could research cost estimates for portable lockers that could sit right outside the room. Bacon asked if a refrigerator was suggested. Steffensen and Weldon said they would lo ok into that. The board discussed veneer trim samples for repairing the cracks in the veneer throughout the building. Weldon said City Service Administrator Greg Miller acquired veneer samples that would cover up the cracks. Weldon said it would look re ally nice. Steffensen said they would need to get a cost estimate before a decision is made. The board discussed changing the next Joint Powers Board meeting due to a FEMA training course. Steffensen suggested changing the date from May 19th to May 12th. By consensus, the board agreed to meet May 12th at 8:30 a.m. Motion by Bacon, seconded by Miller to adjourn.
