JOINT POWERS BOARD MEETING
THURSDAY, APRIL 20, 2017
The Joint Powers Board met on Thursday, April 20, 2017 with the following members
present: Mike Bartley, Patty Bacon, Stephne Miller and Keith Corbett.
Mike Bartley called the meeting to order and a quorum was established.
Assistant City Manager Kevin Catlin discussed the budget with the board. Catlin said normal
payments have been made; there have been no changes to the budget.
Motion by Corbett, seconded by Miller to approve the budget as presented. All members
voted “aye.” Motion carried.
Catlin discussed the radiant heat panels with the board. He said there is insulation
throughout the building, but it’s a low value insulation resulting in the offices being very cold
during the fall and winter months. Catlin said the cost to place radiant heat panels throughout the
building would be roughly $31,000. Bartley said placing heat panels next to the windows could
create a condensation problem, and suggested that the board hire an engineer to look at the issue
before installing them. By consensus, the board directed staff to have an engineer look at installing
the heat panels and if they would create issues with condensation on the windows.
Catlin also discussed the terrazzo flooring with the board. Catlin said this project has been
completed.
Commission Department Director Stacy Steffensen discussed carpet cleaning with the board.
Steffensen said this project has also been completed. Steffensen said Maintenance Technician
Aaron Scheer would like to purchase a shampooer to spot clean the carpets when needed. Miller
suggested that Scheer look at some shampooers and get a cost estimate. Bartley said they should
continue to utilize a professional carpet cleaning service every few years, but said having a
shampooer on hand to spot clean would be handy.
Steffensen discussed fire alarm testing with the board. Steffensen said Ban-Koe came and
tested all of the fire alarms; everything went fine.
City Manager Jeff Weldon discussed real estate with the board. Weldon said there are three
homes south of the City/County building that are up for sale and asked the board if there was any
interest in purchasing them. Weldon said all three homes and garage are listed for a combined sum
of $750,000. Weldon said that space could be used for additional parking. Bartley said it would be a
good move, but isn’t sure at what kind of price. Assistant City Manager Kevin Catlin asked if it
would be wise to hire a realtor. By consensus, the board agreed to hire realtor Ron Borchardt.
Motion by Corbett, seconded by Bacon to adjourn. All members voted “aye.” Motion carried.
