HomeMy WebLinkAboutJPBMinutes_2017_02_16BROOKINGS CITY/COUNTY JOINT POWERS BOARD MEETING THURSDAY, FEBRUARY 16, 2017 The Joint Powers Board met on Thursday, February 16, 2017 with the following members present: Keith Corbett, Patty Bacon, and Mike Bartley. Stephne Miller was absent. Keith Corbett called the meeting to order and a quorum was established. Motion by Corbett, seconded by Bacon to appoint Mike Bartley as Chairperson of the Joint Powers Board for 2017. All members voted “aye.” Motion carried. Motion by Corbett, seconded by Bartley to appoint Patty Bacon as Vice-Chairperson of the Joint Powers Board for 2017. All members voted “aye.” Motion carried. Assistant City Manager Kevin Catlin discussed the budget with the board. He said they need to discuss budgeting for the HVAC system. Catlin said there is no insulation on the first floor making the offices quite cold. He said Johnson Controls suggested installing radiant heat panels in each of the offices. Bacon asked how the insulation was missed in the building. Motion by Corbett, seconded by Bacon to move forward with a c ost estimate for purchasing heat panels for each office. Bartley suggested they look at the original drawings and specs of the building. All members voted “aye.” Motion carried. Commission Department Director Stacy Steffensen discussed the heated sidewalks. She said when there is a significant amount of snowfall there is a run-off that sits on the north and west sides of the building causing it to freeze and become very slippery. Steffensen said in theory they are great, but because of the design of the sidewalks it doesn’t work very well. Motion by Bacon, seconded by Corbett to leave the heated sidewalks off and then turn them back on once they have been cleared after a snowfall. All members voted “aye.” Motion carried. The board discussed moving the vending machine s on third floor down to the first floor. Chief Deputy States Attorney Teree Nesvold said she would be hesitant putting the vending machines on first floor. Nesvold said she doesn’t think the board would like the public congregating in the lobby area. By consensus, the board decided to leave the vending machine s on third floor. Steffensen discussed the repeater installation with the bo ard. Steffensen discussed carpet cleaning with the board. She said they typically shampoo the carpets every other year and they are due to be cleaned. Steffensen said she will contact Mike Hornback with Mike’s Professional Carpet Cleaning to see what the cost would be. Catlin discussed the terrazzo floors with the board. Catlin said Hillyard, Inc. discussed cleaning the floors on a Friday night and Saturday, which has been budgeted for. Motion by Corbett, seconded by Bacon to adjourn.
