BOARD OF TRUSTEES
June 8, 2017
MEETING MINUTES
The Board of Trustees of the Brookings Public Library met on Thursday, June 8, 2017 at 5:30 pm in the Historical Room
of the Brookings Public Library.
MEMBERS PRESENT: James Rice, Doug O’Neill, Janell Hoffelt, Deb Waltman
OTHERS PRESENT: Ashia Gustafson, Jen Anderson, MK Huggins
1. Call to Order
James Rice called the meeting to order.
2. Approval of Agenda
James Rice called for approval of the meeting agenda. Deb Waltman moved to approve the meeting agenda. Doug
O’Neill seconded. Motion carried.
3. Approval of Minutes
James Rice called for approval of the minutes from the May 11, 2017 meeting. Janell Hoffelt moved to approve the
meeting minutes. Deb Waltman seconded. Motion carried.
4. Old Business
4.1 Painting Update:
Donna Lee Bartholow was called about updating the painting. She wanted a letter stating the changes that needs to be
made (change wording on shirt to “Free”, change expression on face, cover stomach, pants instead of shorts, and shoes
instead of flip flops). MK Huggins agreed with the changes. Painting is not yet accepted by the Library board. Still needs
to be approved after the suggested changes have been made.
5. New Business
5.1 Approval of Bills
The Board discussed the 2017 bills, budget and expenditures. James Rice noted that only 75% has been spent.
Janell Hoffelt moved to approve the May 2017 bills. Doug O’Neill seconded. Motion carried.
5.2 Review of the Unattended Child Policy
Ashia Gustafson discussed the situations that have occurred at the Library pertaining to the Unattended Child Policy.
Children have been left at the Library all day instead of a couple hours and were unattended during this time. Children
have also been left unattended during a Library activity.
Discussion on Unattended Child Policy: The board discussed the liability of children if hurt at the Library when
unattended. James Rice would like Ashia Gustafson to talk to Child Social Services about abandonment. What’s the
age to be left alone? Responsibility needs to go back to the parents. Doug O’Neill thinks we will be in trouble if we don’t
do anything and parents need to responsible for the children. We have not had past problems. Doug O’Neill suggested
when children get Library cards, to hand out the Unattended Child Policy to parents. Janell Hoffelt asked what the policy
if we can’t contact the parents? Ashia Gustafson will contact the city lawyer and Child Protective Services and get
answers for regulations.
Janell Hoffelt motioned to table Unattended Child Policy review. Deb Waltman Second. Motion carried.
5.3 Fees—Out-of-County
Ashia Gustafson informed the board that she was contacted by Deubrook’s school librarian about out-of-county prices.
As of today, for family Library cards are $45 and Single are $35 for a year. Deubrook Librarian was thinking of maybe
doing a High School student card at a lower rate ($15). Deubrook School would do something to pay instead of the
families. Ashia mentioned that the Library Board sets the fee amount and the City Council needs to approve.
Discussion on Fees-Out-of-County: Ashia Gustafson mentioned that it would increase our card usage, resources, and
the Summer Reading Program (might need to change staffing and budget). James Rice says it has a lot of positives.
Also asked if the Librarian has communicated with her school board? James Rice suggests getting a written proposal
from her, indicating how many individuals would need it, how will it impact the Brookings Library, how will this help the
Deubrook School, and what items will be needed (magazines, books, newspaper). Discussion on how long should the
student out-of-county card be good for.
5.4 Close Days
Veterans Days (Saturday, November 11) – Library will be closed
Christmas Eve (Sunday, December 24) – Library will be closed
Doug O’Neill moved to approve close days. Deb Waltman seconded. Motion carried.
6. Other Items & Reports
6.1 Financial Report
Ashia Gustafson presented the review of the budget.
Discussion: Board member had a question about the Cleaning Services usage. Ashia Gustafson says the cleaning
service went from being a contracted service to a City paid position.
6.2 Librarian’s Report
Ashia Gustafson presented her monthly report to the Board.
Discussion: Ashia Gustafson mentioned about the new access points will let us know how many patrons use the wireless
services. Patrons that signed up for the Hypertufa pots really enjoy it. This will be a great new program to the Library.
UMS is going good. Janell Hoffelt mentioned that some GAP children might be signed up twice. Ashia Gustafson will talk
with Katherine Eberline about this. Deb Waltman asked about the CD project. Ashia Gustafson informed the board that
the project is completed and working on the Arduino Kits. Ashia Gustafson mentioned June is fines forgiveness month.
She mentioned this on the radio and in the Register. No usage for Computer Lab if fines are over $5.00. Nancy Swenson
put signs in the Computer Lab. Doug O’Neill talked about putting a screen saver onto the computer, before signing on
about the fines.
7. The next Board meeting will be Thursday, July 13, 2017 at 5:30 pm.

Deb Waltman moved to adjourn the meeting. Doug O’Neill seconded. The meeting adjourned at 6:27 pm.
The Library will be closed on Tuesday, July 4th for Independence Day.
