August 11, 2015

1. JLG Architects gave a presentation on Managing the Message and things to consider as we start
pursing the project becoming a reality.
a. Preceding a Budget Announcement
i. Needs or Budget Driven: If there is a perceived cap to what the community can
afford, then work the project program needs backwards from that budget.
ii. Identify: Funding, grants, donations, fundraising and set a target
iii. Determine finance options
iv. Find your supporters
b. Announcing Cost-Eliminate questions before they are asked
i. Who takes biggest tax hit (residents, non residents)
ii. Is there competition?
iii. Where is the facility located?
c. Justify the Investment
i. Let the “YES” supporters justify the facility based on economic impact, quality of
life, and progression in the community.
2. City Land currently available
a. Old SDDOT Lot-26 Acres (NE corner of Hwy 14 & I29)
b. 30 Acres by the Capital Services Building
c. Industrial Property-45 Acres
3. Location List:
a. Easy Access
b. Bike Trails
c. City Land-if possible
d. Street & Utility Access
e. Densely-Developed Area
f. Growth Corridor
g. Interstate/Visibility
h. Re-Purpose Existing Park
i. High School Addition/Move Bus Garage
Highlights
Find grassroots support; YES supporters, user groups
Look into options on a shared facility with Brookings School District.
Keep in mind there will be land requirements for the facility.
4. Next meeting (August 25th) will focus on facility planning.
