Meeting Minutes from
May 26, 2015

1. Pete Colson, City of Brookings Parks, Recreation & Forestry Director, began the
meeting with demographic information of the community and of associations
within the community. Growth charts show that the Brookings population is
expected to grow 5,000-10,000 over the next 20 years. The age demographics show
an expected increase of people the age 70 and older and people 0-20 years of age.
These are good statistics to use going forward when determining final amenities.
2. Jeff Weldon, City Manager, reviewed the Engage Brookings survey that was
designed to be the first step in going forward with public participation. The survey
showed an interest in a walking/running track, exercise rooms, turf activities, a
climbing wall, just to name a few. There were also several comments showing an
interest in aquatics. There is an option to do another online survey using a similar
tool, which will be discussed. Jeff also discussed that the facility should be driven by
programming, keeping in mind that more specialized amenities are more expensive
to build and operate and they attract narrower audiences.
3. Additional feedback ideas, meeting ideas, presentation ideas were discussed by the
committee.
a. New survey—Asking public what types of amenities they would like to see
included. Possibly offer both online and paper version of a survey. Option
to place the paper version in strategic locations or possibly mail out with
utilities bill.
b. Community Meetings—Hold open forum meetings for community members
to attend and participate. Committee members would host and answer
questions. This will get community members to take an initiative to be
involved.
4. Architects working on the Pierre Recreation Center (Kirk with ICON) and the
Watertown Recreation Center (Ryan with JLG) were present and were asked about
feedback mechanisms they used when planning those centers.
a. Watertown started by having an open house for the community where they
could identify with groups early in the process. They had a predetermined
budget.
b. Pierre hired Pinnacle Sports to do a study and that data was sent to ICON. A
committee was formed and they looked at amenities, costs, locations, etc.
When the study came out, they had a rough idea of a budget.
5. Committee decided to go forth with an open house on June 24th from 10am-12noon
and 5pm-7pm. There will be 4 or 5 tables set up and our list of amenities available.
Committee members will listen to community members questions and concerns
and discuss options; conversation more than presentation. Location will be
determined at next meeting.
Highlights
• Add indoor playground to list of amenities under Multi -Use Spaces.
• Use open house to attract new ideas, but use current list of amenities as a guide. Start with
one open house and add more if needed.
• if survey (online and/or paper version) is offered, base it off of current amenities list.
Y Work as a committee to get community involved and on the same page.
6. Next meeting will focus on similar facilities and their amenities, developing a
purpose for our facility, and finalizing June 24th open house event.
