The meeting began with Committee and Staff introductions and recognition that the “committee is to investigate and propose to the Brookings City Council a financially viable center that meets the needs of our citizens, improves Brookings quality of life, and generates additional visitors to the Brookings community.” 2. Pete Colson, City of Brookings Parks, Recreation & Forestry Director, gave an overview about the history of the Indoor Recreation Center. The idea of a new Indoor Facility was brought to the Directors attention in the fall of 2013 with the original idea of indoor soccer fields. The facility would be built on private funding and donations and turned over to the City to run. After further discussions and review of current indoor facilities the City took a poll and asked the community members what amenities they would like to see. Results were not discussed. 3. A preliminary schematic was handed out and discussed. The basic design was drawn by Design Arc approximately 6 months ago and was built off general input and community wants. The site location sits east of the soccer fields. The design highlights soccer fields, tennis courts, racquet ball courts, lounge area for floor activities, a track, locker areas, and room for potential exercise classes, dance classes, meeting rooms, etc. The schematic handed has a total project cost of approximately $15,000,000. This price doesn’t include land. Parking, seating and economic impact were all concerns and will be discussed once amenities are determined. 4. Each committee member had the opportunity to share ideas for amenities. See “EXHIBIT A.” Highlights All meeting agendas and minutes are posted on the City of Brookings website and the meetings are open to the public. The City Council would like to see proposal in November. It was discussed that evaluating amenities and the needs of customers and community is a priority. Determining potential construction costs, determining costs of operation, site analysis/location, and analyzing economic impact will be discussed once amenities are decided. City Council will seek local resources such as architectural help once amenities are determined. Architectural expertise will help verify construction costs which, in turn, will help decide if this will be a financially viable center. 5. Next meeting will focus on amenities, subgroups of the community and justification of facility. Committee will keep their focus on building a facility based on the community. 6. The next meeting will be Tuesday, May 26th at 4:00pm. 7. Meeting adjourned.
