HomeMy WebLinkAboutBBACMinutes_2017_06_21 Brookings Bicycling Advisory Committee June 21, 2017 Minutes A meeting of the Bicycle Advisory Committee was held on Wednesday, June 21, 2017 at 4:00 pm at Brookings City & County Government Center with the following members present: Chair Mike Lockrem, Keith Schram, Joanie Holm, Emily Braun, Brittany Kleinsasser and Eric Rasmussen. Members Absent: Caleb Evenson, Jennifer McLaughlin, Liaison Steve Berseth and Steve Paula. Guests included Lawrence Novotny, Jessica Andrews, City Clerk Shari Thornes, City Manager Jeff Weldon, Police Chief Jeff Miller, City Engineer Jackie Lanning, Parks & Recreation Director Dan Brettschneider, Recreation Manager Darrin Hoff and Communications Specialist Laurie Carruthers. Chair Lockrem called the meeting to order at 4:09 p.m. A motion was made by Schram, seconded by Rasmussen, to approve the agenda. All present voted yes; motion carried. A motion was made by Kleinsasser, seconded by Schram, to approve the May 17, 2017 Minutes. All present voted yes; motion carried. Due to staffing conflict, the July meeting was rescheduled to July 26 at 4pm. Report on Bikes & Libraries Webinar. Library Director Gustafson, Kleinsasser and Thornes attended. Thornes advised the webinar provided an overview of what is taking place in the country regarding outreach at libraries. Some libraries have limited access and/or parking and the webinar provided ideas for alternative settings. As for mobile libraries, there are different types - trailers vs. cargo bikes. Thornes and Gustafson will meet to brief and discuss options. Possible funding is available through Friends of the Library or library innovation grants. Rasmussen arrived at 4:21 pm. Review 2017 Brookings Bicycle Advisory Committee goals and discuss implementation strategy and committee member assignments. Thornes advised that the goals tie back to the Bicycle Master Plan, and some goals will carry over each year or have already been accomplished. A motion was made by Rasmussen, seconded by Braun, to approve as submitted with a title change to “Brookings Bicycle Advisory Committee 2017-2018 Goals.” Discussion: Kleinsasser asked if the Silver designation should be listed. Thornes advised that it depends on what is accomplished. All present voted yes; motion carried. Committee Report on 2017 Mayor’s Ride & Bicycle Friendly Designation Event. A checklist will be sent out and members need to fill in the gaps. Announcements/Correspondence/Calendar. Kleinsasser questioned to possibility of a support station. Downtown, the library or Bicycle Friendly Businesses are possible locations. Estimated usage, maintenance and cost need to be factored. This item will be on the July agenda. Rasmussen asked if the city is securing trail loop easements. Thornes advised that city staff is working on this.
