HomeMy WebLinkAboutBBACMinutes_2017_04_19 Brookings Bicycling Advisory Committee April 19, 2017 Minutes A meeting of the Bicycle Advisory Committee was held on Wednesday, April 19, 2017 at 4:00 pm at Brookings City & County Government Center with the following members present: Chair Mike Lockrem, Jennifer McLaughlin, Keith Schram, Caleb Evenson, Emily Braun, Brittany Kleinsasser and Liaison Steve Berseth. Members Absent: Joanie Holm and Steve Paula. Guests included Lawrence Novotny, City Manager Jeff Weldon, City Clerk Shari Thornes, Parks & Recreation Director Dan Brettschneider, City Engineer Jackie Lanning, Recreation Manager Darren Hoff and Deputy City Clerk Bonnie Foster. Chair Lockrem called the meeting to order at 4:01 p.m. A motion was made by McLaughlin, seconded by Evenson, to approve the agenda. All present voted yes; motion carried. A motion was made by Braun, seconded by Evenson, to approve the February 16, 2017 Minutes. All present voted yes; motion carried. Discussion and possible recommendations on the shared-use bicycle transportation path design, Sixth Street from Main Avenue to Medary Avenue. City Manager Jeff Weldon clarified the SDDOT is continuing their design efforts for the named portion of 6th Street. The BBAC’s input is needed on the width of the shared pedestrian/bike path to be located on the north side of Highway 14 / 6th Street. The Bike Master Plan calls for 10’ width, however the cost estimate received was for 8’. Toole’s recommendation was for an 8’ minimum. The path would run along the property line, allowing for more green space and snow storage on the boulevard. Brettschneider does not recommend planting trees if the boulevard width is less than 5’. Planting trees in the boulevard would require SDDOT approval. McLaughlin expressed concerns with snow removal. Weldon clarified city ordinance states property owners are responsible for clearing sidewalks adjacent to their property, however, it needs to be determined whom would be responsible for this portion of the path. Lockrem stressed to keep in mind this portion of the trail is more a part of the transportation network and not recreational use. A motion was made by Rasmussen, seconded by Schram, to proceed with an 8’ wide shared use path. All present voted yes; motion carried. Update from SDSU Bike Committee. Jennifer McLaughlin is the new chair for the SDSU Bike Committee. A survey has been sent to faculty, staff, and students for input on the needs and concerns for biking on campus. Next steps will be to look long-term at the SDSU and City connecting their bike network/bike paths. Weldon asked to what degree are SDSU’s plans incorporated in the Bike Master Plan. Lockrem clarified it includes everything around campus with the exception of the ring road and the University Boulevard area. Public Education & Encouragement Subcommittee. Braun reported on the following:  Bike Month Promotion with Businesses. Kleinsasser, Thornes, and Braun are working with businesses to help promote Bike Month. They have created a tool kit which includes facts, figures, and incentives to being a bike-friendly business.  Bike Month Poster has been approved. Will start promoting events soon.  Historic Sites on Bikes is ready to roll. There is a new route for this year.  Bike Rodeo will be held June 7th.  Kites & Bikes Festival to be held June 24 & 25 at the Fishback Soccer Complex. BBAC has been asked to provide a bike ride on conjunction with this event. Declined doing a booth this year.  Mayor’s Ride & Bike Friendly Designation – August 17th. This event coincides with Downtown at Sundown. Additional bike racks will be needed for this event. Want to promote Brookings as being bike-friendly.  Bike Friendly signage. A list is being compiled of locations for signage. Want the signs installed prior to the August 17th event. National Bike Summit Report by Jessica Andrews. Tabled to May 17th.
