HomeMy WebLinkAboutBBACMinutes_2016_08_221 Brookings Bicycling Advisory Committee August 22, 2016 Minutes A meeting of the Brookings Bicycling Advisory Committee was held on Monday, August 22, 2016 at 4:00 p.m. in the Brookings City and County Government Center. Members present: Mike Lockrem, Joanie Holm, Emily Braun, Caleb Evenson, Brittany Kleinsasser and Jennifer McLaughlin. Members absent: Ben Vukovich, Kathryn Larson, and Steve Paula. Guests included City Clerk Shari Thornes, Parks & Recreation Director Dan Brettschneider, City Engineer Jackie Lanning, Police Chief Jeff Miller, Recreation Manager Darren Hoff, Assistant to the City Manager Kevin Catlin and Communications Specialist Laurie Carruthers. Chair Mike Lockrem called the meeting to order at 4:02 pm. A motion was made by McLaughlin, seconded by Evenson, to approve the agenda. All present voted yes; motion carried. A motion was made by Braun, seconded by McLaughlin, to approve the July 18, 2016 minutes. All present voted yes; motion carried. Schedule next meeting. The next meeting will be held when the Toole Design Group consultants are in Brookings on September 14 or 15. Bike Master Plan – Citizen Engagement. OVERALL GOALS OF EVENTS  Engage in general conversations about Brookings, community goals, and their relationship to bicycling  Bicycle facility and network questions o Find out where people currently ride bicycles and where people want to ride bicycles. o Determine the types of facilities people prefer on different types of streets, and tease out the reasons why.  Increasing support for and participation in bicycling o Ask about the barriers to bicycling. o Ask people what drew them in to the workshop. o What does bicycling currently mean to people? How do people identify with bicycling? o What are other goals people have for the community? Do those goals intersect or complement goals of a bicycle master plan?  Gain an understanding about priorities for improving bicycling. What are the biggest problems and greatest opportunities? o Priority routes? o Program needs? o Relationship improvements between people bicycling and other transportation modes (i.e. driving, walking).  Develop a vision for bicycling in Brookings. COMMUNITY WORKSHOP The Brookings Activity Center was selected as the location for the Community Workshop on September 14 after the Mayor’s Ride took place there. The parking lot will be closed for a strider obstacle course, safety checks, fun activities, and a tent will be placed in the grass. The workshop will take place inside the Brookings Activity Center. The SDSU Community Workshop will be in the University Student Union. Lockrem asked for specifics on the poster and yard signs. Promotions will include 1 Million Cups, Farmer’s Market, service club announcements, radio, paid advertisements, public service announcements, press releases, posters, yard signs, website, social media, HR directors through BAHRA, email blasts, City Council Meeting invitation and President Dunn’s weekly message. 2 LISTENING SESSIONS Five listening sessions will be conducted on September 14 and 15 with specific focus groups. Toole Design Group is budgeted to facilitate up to six (6) listening sessions. TDG recommends hosting five (5) listening sessions at the beginning of the process (week of September 12th), and the sixth later in the process as additional need for stakeholder engagement emerges. The following listening session groups were selected: coffee groups, City Staff, large employers, Chamber/CVB Boards, School staff and after school programing staff. The purpose of the listening sessions is to identify and engage with specific groups to learn about unique opportunities and challenges related to bicycling in Brookings. The goals of the listening sessions are to learn about the varying perspectives of stakeholders, generate initial buy-in, identify partnership opportunities, and identify potential roles in implementation of the Brookings Bicycle Master Plan. The stakeholder meeting will be on September 15 at 5pm. The online survey begins on September 5 and ends on September 30. Update on 6th Street Ad Hoc Committee. The Committee will wait to receive the preliminary input from the workshops, online survey and listening sessions. Wrap-up report on Mayor’s Ride. Despite the heat and weather conditions, 45-50 people participated. Only 5 participants in the 2 mile walk/ride, which needs to be considered in future events. Additionally, the 5pm start time is difficult for much of the public. Announcements/Correspondence/Calendar. The Bicycle Friendly Application was submitted on August 16. The Wellmark Foundation is offering Community Kickstarter Grants. The public education subcommittee needs new members. Meeting adjourned at 4:57 pm. Submitted by Laurie Carruthers
