HomeMy WebLinkAboutBBACMinutes_2016_07_181 Brookings Bicycling Advisory Committee July 18, 2016 Minutes A meeting of the Brookings Bicycling Advisory Committee was held on Monday, July 18, 2016 at 4:00 p.m. in the Brookings City and County Government Center. Members present: Mike Lockrem, Joanie Holm, Emily Braun, Caleb Evenson, Brittany Kleinsasser and Jennifer McLaughlin. Members absent: Ben Vukovich, Kathryn Larson, and Steve Paula. Guests included Greta Alquist from Toole Design Group (by phone), City Clerk Shari Thornes, Assistant to the City Manager Kevin Catlin, Parks & Recreation Director Dan Brettschneider, City Engineer Jackie Lanning, Police Chief Jeff Miller, Recreation Manager Darren Hoff and Communications Specialist Laurie Carruthers. Chair Mike Lockrem called the meeting to order at 4:03 pm. A motion was made by Holm, seconded by Evenson, to approve the agenda. All present voted yes; motion carried. A motion was made by Braun, seconded by Kleinsasser, to approve the June 27, 2016 minutes. All present voted yes; motion carried. Schedule next meeting. The next meeting will be held on August 22 at 4:00 p.m. Bike Master Plan. Greta Alquist from Toole Design Group provided an overview of the community workshop, which will include an interactive mapping exercise, asking community members qualitative questions on general biking & facility preferences, a fun factor and overall an open-ended conversation. Staff and volunteers will assist with the information gathering. Fun aspects, not necessarily related to the plan should be incorporated and bring people in who do not identify as bike advocates. The workshop should explain the value of a bike plan to the broader community and how ridership increases when a community is bicycle friendly. The workshops are typically 2 hours in length from 4-6pm or 5-7pm. There will be an additional community workshop in January and stakeholder meeting in November. Members discussed the logistics of having the community discussion before or after the SDSU discussion. It was decided to have the community workshop on September 14 and the SDSU workshop on September 15. Additionally, the workshop should have an entire community focus, not specifically regarding the 6th Street redesign. Groups to be contacted include: international students on campus, Mountain Biking Club, large employers, human resource directors, 6th Street Design Ad Hoc Committee, flyers at work and Chamber calendar. Several locations were discussed. The questions raised were: who do you want to be there and who needs to be there? Enthusiasts will be present, but who else? Would the location exclude any population? A subcommittee of Holm, Kleinsasser and Thornes was developed to decide a venue that incorporates all the details. Comprehensive Master Plan Advisory Committee Request for Input. The Comprehensive Master Plan Advisory Committee (CMPAC) is working on creating an outline of the priorities that describe how we as a community would like to work, play and live within the City of Brookings as we develop through the year 2040. They are requesting that the committee to answer the following questions: What is your mission? What is your vision for Brookings in the near, mid and long-terms? What are the strategic priorities of your group that enable you to realize your vision for the future of Brookings? Braun is coordinating the 2 video and will reach out to the members for participation. The Park & Recreation Department has a GoPro camera and Lockrem has additional resources. Update on 6th Street Ad Hoc Committee. Holm and Lanning reported that the road will be 5 lanes, but not wide enough for a protected bike lane. The City has the option to pay for bike lane striping. Mayor’s Ride – August 18th – full committee event. Registration will not be required to participate and helmets are recommended. The ride will begin and end at the Activity Center. Staff are checking with the Children’s Museum about the possibility of closing Kidoodle Way. There will be 2 rides: one 2 -mile bike/walk to Hillcrest Park and one 10-mile bike around the recreational trail. There will be a safety announcement and bike checks/helmet fittings. Ride leaders and followers are needed. Members also need to contact local businesses regarding donations for the refreshments. Members are needed to make the event successful, and a sign-up sheet will be sent by email. Announcements/Correspondence/Calendar. Berseth encouraged the committee to keep lines of communication open with the schools through the PE teachers. Additionally, home-schooled kids need to be contacted regarding events. Paula raised a concern by email about educating bicyclists. He has received several comments from the public about bicyclists not following road rules. The website will be updated with basic education regarding rules of the road. Greta Alquist advised that bicycle education is a portion of the Master Plan and the Minnesota DOT has several flyers and pocket cards on education. She also suggested incorporating law enforcement as a community liaison to hand out the rules of the road.
