Brookings Bicycling Advisory Committee
April 27, 2016 Minutes
A meeting of the Brookings Bicycling Advisory Committee was held on Wednesday, April 27, 2016 at 3:00
p.m. in the Brookings City and County Government Center. Members present: Caleb Finck, Ben Vukovich,
Vern Olson, Joanie Holm, Caleb Evenson, Meghan Thoreau, Steve Paula and Emily Braun. Members absent:
Jennifer McLaughlin. Liaisons: Steve Berseth, Park and Recreation Board and Mike Lockrem, Sustainability
Council. City staff present: Jackie Lanning, City Engineer; Dan Brettschneider, Parks, Recreation & Forestry
Director; Shari Thornes, City Clerk; Kevin Catlin, Assistant to the City Manager; Jeff Miller, Police Chief; Darren
Hoff, Recreation Manager and Laurie Carruthers, Communications Specialist.
Chair Caleb Finck called the meeting to order at 3:02 pm.
Presentations were given in response to the Request for Proposals – Bicycle Master Plan from:
Stantec Consulting Services, Inc. – Peggy Harter, PE and Hongyi Duan
Toole Design Group, LLC – Ciara Schlichting, AICP; Shaun Lopez-Murphy and Greta Alquist
Alta Planning + Design – Joe Gilpin and Colin Harris, PE, LEED AP
A motion was made by Braun, seconded by Thoreau, to recommend Toole Design Group, LLC develop a
Bicycle Master Plan for the City of Brookings. All present voted yes; motion carried.
Meeting adjourned at 6:50 p.m.
