HomeMy WebLinkAboutBBACMinutes_2016_02_101 Brookings Bicycling Advisory Committee February 10, 2016 Minutes A meeting of the Brookings Bicycling Advisory Committee was held on Wednesday, February 10, 2016 at 4:00 p.m. in the Brookings City and County Government Center. Members present: Caleb Finck, Ben Vukovich, Vern Olson, Steve Paula and Emily Braun. Members absent: Meghan Thoreau and Joanie Holm. Liaisons: Mike Lockrem, SDSU and Steve Berseth, Park and Recreation Board. City staff present: Jackie Lanning, City Engineer; Mike Struck, Community Development Director; Shari Thornes, City Clerk; Dan Brettschneider, Parks, Recreation & Forestry Director; Darren Hoff, Recreation Manager; Derek Tuttle, City Manager Intern and Laurie Carruthers, Communications Specialist. Chair Caleb Finck called the meeting to order at 4:07 pm. A motion was made by Vukovich, seconded by Olson, to approve the agenda. All present voted yes; motion carried. A motion was made by Paula, seconded by Vukovich, to approve the January 28, 2016 minutes. All present voted yes; motion carried. Schedule next meeting. A doodle poll will be sent to determine the March meeting date. Subcommittee Reports. Infrastructure Bike Lane Recommendation – A designated bike route connecting 8th Street to 3rd Street, which also provides access to downtown, was discussed. If 5th Avenue would be the designated biking route, parking would need to be removed. 5th Avenue has a significant number of parking spots, and this removal would be detrimental to downtown. Other options for designated bike routes to downtown include 7th Avenue, Main Avenue, 6th Street and 3rd Avenue. Lockrem questioned if a parking study has ever been taken. Lanning advised that the Traffic Safety Committee conducted one along 6th Street west of Main Avenue and SDSU conducted one as well. 7th Avenue has a traffic signal to get across 6th Street. The parking adjacent to First United Methodist Church and First Presbyterian Church infringes on the gutter pan of the street. In order for a bike lane to be added, an option would be to convert the parking to parallel. The public right of way runs from sidewalk to sidewalk. If Main Avenue was selected, the current parking is a concern. One option would be to change it to back-in angle parking. Many cities have done this successfully, but an education campaign for residents and visitors would need to be conducted. Lanning will draft a map with back-in angle parking for downtown. 3rd Avenue is a wide street; however, there is no signal at 6th Street or connecting street north. 2 A motion was made by Olson, seconded by Braun, to approve Recommendation #1 in the Bike Lane Recommendation for presenting to the City Council and look at 7th Avenue as a solution for Recommendation #2. All present voted yes; motion carried. The recommendation will be presented to the City Council on February 23 with the Public Hearing on March 22. Announcements/Correspondence/Calendar. • Caleb Evenson received the South Dakota scholarship and will be attending the National Bike Summit in Washington DC March 7-9, 2016; • Currently there are two vacancies on the committee with two additional vacancies in May; • The Sustainability Council will have a biking poster for the public education campaign; • Green Drinks is on the fourth Thursday of each month. Biking is on the May agenda; • The Historic Preservation Commission will be conducting biking tours for Preservation/Bike Month in May; • Request for Proposals for the Bike Master Plan will be presented at the March meeting; • The Bicycle Friendly Community application process will be revisited to prepare an application for the August 2016 submissions; and • Need to promote and educate business friendly designations.
