HomeMy WebLinkAboutBBACMinutes_2015_10_141 Brookings Bicycling Advisory Committee October 14, 2015 Minutes A meeting of the Brookings Bicycling Advisory Committee was held on Wednesday, October 14, 2015 at 4:00 p.m. in the Brookings City and County Government Center. Members present: Emily Braun, Caleb Finck, Van Fishback, Joanie Holm, Vern Olson, and Meghan Thoreau. Members absent: Steve Paula and Julie Hendricks. Liaisons: Mike Lockrem, SDSU & Sustainability Council and Steve Berseth, Park and Recreation Board. City staff present: Jackie Lanning, City Engineer; Mike Struck, Community Development Director; Shari Thornes, City Clerk; Jeff Weldon, City Manager; Darren Hoff, Recreation Director and Laurie Carruthers, Communications Specialist. Caleb Finck called the meeting to order at 4:07 pm. A motion was made by Holm, seconded by Thoreau, to approve the agenda. All present voted yes; motion carried. A motion was made by Thoreau, seconded by Dotson, to approve the September 9, 2015 minutes. All present voted yes; motion carried. Schedule next meeting. Wednesday, November 18, 2015 at 4pm. Note Fishback is unavailable. Action to elect a chair and vice chair. A motion was made by Holm, seconded by Fishback, to elect Finck as chair until his graduation. All present voted yes; motion carried. A motion was made by Holm, seconded by Thoreau, to elect Holm as vice chair. All present voted yes; motion carried. Overview presentation by Finck. Finck provided an overview of the Bicycle Friendly Community scorecard and outlined what has been accomplished and what still needs to be accomplished. Steps need to be taken include: more arterial streets with bike lanes, community and city support. Definitions for bike lanes and arterial streets are needed in order to proceed further. Finck noted that SDSU applied to become a Bicycle Friendly University in August. They are still waiting to receive their scorecard. The next deadline to apply to become a Bicycle Friendly Community is February 2016. Project identification & subcommittee assignments. Questions were raised regarding winter weather covering up street designation. Thoreau noted that is important to include bike designation in street signage. Bike safety is a concern at the intersection of 8th Street S and Main Avenue where the bike lane disappears traveling west on 8th Street S. Community support can be accomplished through events such as bike to work week and bike advocacy groups (Brookings Mountain Bike Association and Dakota Rural Action). City support can be accomplished by designating a Bicycle Coordinator and promoting to bicyclists the website report a concern tracker regarding potholes and street concerns. City Engineer Jackie Lanning advised the steps needed to change parking include: Traffic Safety Committee meeting, letter to property owners and approval at a City Council Meeting. 2 A motion was made by Thoreau, seconded by Dotson, to form two subcommittees: Public Education and Infrastructure. All present voted yes; motion carried. Public Education Subcommittee: Emily Dotson – lead, Joanie Holm and Vern Olson. Infrastructure Subcommittee: Caleb Finck – lead, Mike Lockrem and Meghan Thoreau. Interested citizens were also asked which subcommittee meetings they prefer to attend and would be added to the meeting notification. Fishback cannot commit to a subcommittee at this time. Carruthers will check with members who were absent regarding subcommittee designation. The subcommittees can utilize city staff as resources: Thornes/Carruthers for website promotion and Lanning/Struck for infrastructure. Membership. Fishback will follow-up with Superintendent Klint Willert regarding a student representative. Weldon recommended that representation from the Police Department and Traffic Safety Committee be resources with busy schedules, and not liaisons. Biking Tour. Following the meeting, Finck lead a driving tour for the members and highlighted problem areas in town. Meeting adjourned at 5:15 p.m. Submitted by Laurie Carruthers
