December 8, 2016 Minutes
A meeting of the Brookings Affordable Housing Task Force was held on Thursday, December 8, 2016 at
1:00 p.m. in the Brookings City and County Government Center. Members present: Patty Bacon, Jacob
Mills, Kelan Bludorn, Mary Jo Minor, Ryan Krogman, Connie Bridges, Mike Lockrem, Al Heuton, and
Angie Boersma. City staff present: Jeff Weldon, City Manager, Kevin Catlin, Assistant to the City
Manager, Mike Struck, Community Development Director, and Staci Bungard, City Planner.
Chair Bacon called the meeting to order at 1:00 p.m.
A motion was made and seconded to approve the agenda. All present voted yes; motion carried.
Next Scheduled Meeting. Thursday, January 12, 2017 at 1:00 pm.
Discussion on Affordable Housing Strategies.
The Task Force discussed the affordable housing strategies spreadsheet put together by Angie and
Jacob. The group decided to focus on the local strategies first. The following topics were discussed:
Need for public education on affordable housing
Minimize developer risk by tax incentives by using the discretionary formula for residential
development which would give citizens a tax incentive to build and freeing up some lower to
moderate priced housing
Ryan will check the statutes regarding the use of the discretionary formula for residential
Need to consider senior housing options
Consider a reduction in the amount of required parking for multifamily and elderly housing. A
transit system could reduce the amount of parking needed.
Incentivize developments with alleys and focus on converting some duplexes back to single
family but allow for accessory use dwellings
Connie will look at the financial impacts of developers passing assessments to homeowners
Some cities front the costs of infrastructure trunk lines and are reimbursed through impact fees
Incentives for infill and redevelopment projects
Increase height restrictions
Jeff, Mike, and Al will do some research on tax abatement programs
Discussion on Scheduling visit from Center for Community Change to talk about Local Housing Trust
Funds.
Chair Bacon provided summary of key points learned from recent training opportunities. She is also
working to coordinate a visit from the Center for Community Change to learn more about local housing
trust funds.
Discussion on Scheduling Joy McCracken to discuss Land Trusts.
Chair Bacon is working to coordinate a session with Joy McCracken to learn more about land trusts.
A motion was made and seconded to adjourn the meeting. All present voted yes; motion carried and
the meeting was adjourned.
