July 14, 2016 Minutes
A meeting of the Brookings Affordable Housing Task Force was held on Thursday, July 14, 2016 at 1:00
p.m. in the Brookings City and County Government Center. Members present: Patty Bacon, Jacob Mills,
Mary Jo Minor, Angie Boersma, Ryan Krogman, Connie Bridges, Al Heuton, and Mike Lockrem. City staff
present: Kevin Catlin, Assistant to the City Manager and Mike Struck, Community Development
Director.
Chair Bacon called the meeting to order at 1:00 p.m.
A motion was made by Heuton, seconded by Mills to approve the agenda. All present voted yes; motion
carried.
A motion was made by Lockrem, seconded by Bridges to approve the minutes. All present voted yes;
motion carried.
Next Scheduled Meeting. Thursday, August 11, 2016 at 1:00 pm.
Discussion on Comprehensive Master Plan Advisory Committee Questions. Struck and Boersma
explained the Comprehensive Master Plan Advisory Committee is asking the various city volunteer
boards to prepare a video addressing the following three questions:
1. What is your mission?
2. What is your vision for Brookings in the near, mid and long term?
3. What are the strategic priorities of your group that enable you to realize your vision for the
future of Brookings?
The purpose of the videos is to allow the Comprehensive Master Plan Advisory Committee to gain a
better understanding and input towards developing a vision for the community. In addition, the videos
could be provided to a consultant to help them better understand the community’s ideas. The benefit
of a video option is the ability to easily transport the material versus carrying paper summaries of 20+
volunteer committees.
The committee discussed each question and presented draft ideas to be finalized at the August meeting.
1. What is your mission? Help advance the creation and availability of a range of available
affordable options for housing in Brookings.
2. What is your vision for Brookings in the near, mid and long term? Affordable range of owner-
occupied and rental options available to anyone in Brookings.
3. What are the strategic priorities of your group that enable you to realize your vision for the
future of Brookings? See attached document Solutions to Issues Affecting Affordable Housing
Discussion on Solutions to Issues Affecting Affordable Housing.
Task force discussed potential solutions to identified issues affecting affordable housing. Suggested
solutions included:
Create owner-occupied districts through zoning, covenants, deed restrictions to help maintain a
supply of affordable homes/starter homes in more established neighborhoods.
Create a land trust – how are they financed?
Storm sewer design may help reduce costs associated with new construction homes
Infrastructure Improvement Financing Tools – General Obligation Bonds, assessments
Regional Detention/Retention Pond System designed, constructed, and maintained by City
Alley access concept for residential design – potential to decrease front yard setbacks, move
garages to the rear yard with driveways off the alley, infrastructure could run down the alleys
instead of the street thus reducing future maintenance costs associated with infrastructure
improvements
Street Width – reduce street width with staggered driveways to allow vehicles to pull over to the
side of the road when meeting oncoming traffic.
Front Yard Setbacks – setbacks should be in relation to sidewalks, driveway parking, etc.
Incentives comparable to market – profit appropriate for incentive received
Floodplain management via channelization/flood proofing
Incentives for rehabilitation of existing housing stock
Public transportation
Public education of housing programs – vouchers, rehabilitation programs, financial programs,
start education process earlier – high school, college
Planning Commission meeting twice monthly during construction season for approval of final
plats.
