HomeMy WebLinkAboutAHTFMinutes_2016_02_10Brookings Affordable Housing Task Force February 10, 2016 Minutes A meeting of the Brookings Affordable Housing Task Force was held on Wednesday, February 10, 2016 at 1:00 p.m. in the Brookings City and County Government Center. Members present: Patty Bacon, Jacob Mills, Kelan Bludorn, Mary Jo Minor, Ryan Krogman, Connie Bridges, Mike Lockrem, Al Heuton and Angie Boersma. City staff present: Jeff Weldon, City Manager; Kevin Catlin, Assistant to the City Manager; Mike Struck, Community Development Director; and Derek Tuttle, City Manager Intern. Chair Bacon call the meeting to order at 1:00 p.m. A motion was made by Lockrem, seconded by Heuton, to approve the agenda. All present vote yes; motion carried. Introduction of Members. Task force members introduced themselves and reasons/interest for serving on the task force. Review of Brookings Affordable Housing Task Force Charter. Bacon reviewed the BAHTF charter, highlighting the task force's purpose and objectives. Affordable Housing Presentation. Bacon present an affordable housing powerpoint presentation that was previously presented to the City Council at the October Study Session. Discussion ensued on the data included in the presentation pertaining to household data versus family household data as it relates to a percentage of income utilized for housing costs. Housing Trust Fund Presentation. Bacon provided a brief overview of the housing trust fund presentation previously presented to the City Council. The Center for Community Change is a non-profit entity willing to assist communities with setting up housing trusts funds, sharing best practices, etc. Affordable Housing Defined. Bacon explained one of the objectives of the task force charter is to adopt an agreed upon definition of "affordable" to work around owner-occupied and rental housing in Brookings. Krogman asked if the figure could be calculated by backing into the figure based upon income and what an individual would qualify for in financing a single-family dwelling or rent. Heuton suggested the affordable figure should be consistent with federal guidelines for affordability. Krogman asked when considering affordability from a location, is the Task Force restricted to Brookings or are surrounding communities included. Boersma suggested it should be based off federal guidelines and add in need from different levels with the levels being (1) middle income/single-family (2) rental (3) lower income/trust funds (4) transitional housing for young professionals, recent graduates. Meeting Schedule. Meetings will be held the 2nd Thursday of the month at 1 p.m. Next meeting will be March 10, 2016. Meeting adjourned at 3:00 p.m. Submitted by Mike Struck
