HomeMy WebLinkAboutTSMinutes_2016_12_08BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center, Room 241 Thursday, December 8, 2016 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, December 8, 2016, at 12:10pm in the City & County Government Center Suite 230, Room 241. Members Present: Skip Webster, Jackie Lanning, Carol Rettkowski, John Howard, Becky Schmieding, Shayn Damm, Matt Bartley, Gary Gramm, Jeff Miller, James Weiss and Gregg Jorgenson. Members Absent: Tim Heaton, Tony Sonnenburg, and Brian Leuders. Others Present: Call to Order: Howard called the meeting to order. Schmieding/Gramm made a motion to approve the minutes from the September 8, 2016 meeting. All present voted aye. Motion passed. Additions to Agenda: Schmieding asked for an update on the “Dip” sign going east located near the State Street and 20th Avenue intersection near the valley gutter. Rettkowski stated she drove the area and thought the sign placement looked good. Lanning and Bartley will review the sign placement and will move it if needed. Old Business: None New Business: Discussion on removing parking near the driveway at 301 Sunrise Ridge Road (Quality Tool) Lanning received a call from the manager at Quality Tool and he was concerned about large trucks having problems turning into the Quality Tool driveway due to their employees parking their vehicles on either side of the driveway. Lanning looked at other driveways on Sunrise Ridge Road and most of the driveways had parking removed with yellow paint near the driveways. Lanning stated that removing one stall of parking would be approximately 20 feet on either side of the driveway and parking could be removed an equal distance west side of the road. Miller/Rettkowski made the motion to remove parking 30 feet on either side of the Quality Tool driveway on the east side of Sunrise Ridge Road and to remove an equal distance on the west side of Sunrise Ridge Road. All present vote aye. Motion passed. Discussion on request for yield signs or stop signs at the intersection of 4th Street and 11th Avenue Howard received a couple phone calls about the increase of traffic and speed in this area. Miller stated there have been no accidents reported at either location. Lanning stated she reviewed the intersections and the intersection did not meet the MUTCD warrants for yield or stop signs. Schmieding/Miller made a motion for no action on this item. All present voted aye. Motion passed. Discussion on request for yield signs or stop signs at the intersection of 4th Street and 13th Avenue Howard received a couple of phone calls about the increase of traffic, speed, and questions on who has the right-of-way at the intersection. The committee discussed that the intersection is awkward and some members would recommend putting a stop sign at that intersection. Schmieding agreed. Lanning stated the intersection of 4th Street and 13th Avenue is offset and there is a valley gutter that causes drivers to slow down. She also stated that some of the warrants used in cases like that are visibility or obstructions that cause the driver to slow down. She stated the warrants would be met stopping the north/south traffic due to visibility, but not the east/west traffic. Weiss asked why there would be stop signs on 4th Street when the roads do not line up. Bartley stated he was concerned that stop signs on 13th would increases speeds. Miller said he would like to see some sort of traffic control on 13th Avenue at the 4th Street intersection. Miller/Schmieding made the motion to table this discussion until the next meeting and invite the neighboring property owners. All present voted aye. Motion passed. Member Reports:  Webster mentioned the yellow flashing arrows at the traffic signals were confusing for some drivers. Lanning mentioned the City could look at putting a flyer in the utilities bills but the cost would need to be approved by the City Manager.  Gramm noted that the Bobcat business at the corner of 8th Street South and Main Avenue South had been parking equipment along Main Avenue South, which blocks visibility for drivers at the intersection. Lanning will check with Code Enforcement staff to see if they are in violation.  Schmieding would like having a center turn lane on 8th Street South turning into the Lewis parking lot.
