HomeMy WebLinkAboutTSMinutes_2016_02_11BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center Thursday, February 11, 2016 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, February 11, 2016, at 12:10pm in the City & County Government Center Suite 230, Room 241. Members Present: Skip Webster, Jackie Lanning, Gary Gramm, James Weiss, Matt Bartley, Becky Schmieding, Shayn Damm, Carol Rettkowski, Tony Sonnenburg, and Jeff Miller. Members Absent: John Howard, Brian Lueders, Tim Heaton and Gregg Jorgenson. Others Present: Kathy McClemens, JoAnn Perso Call to Order: Webster called the meeting to order. Gramm/Weiss made a motion to approve the minutes from the November 12, 2015 meeting. All present voted aye. Motion passed. Additions to Agenda: None Old Business: Discussion on removing parking from Jackrabbit Avenue (16th Avenue) between 6th Street and 8th Street : Webster mentioned during the November 12, 2015 meeting the motion was made to remove 15’ of parking to the north of the driveway and 40’ south of the driveway 1603 7th Street. The motion passed. The minutes of the meeting stated Schmieding asked if the additional parking removal discussion could be on the next meeting. Lanning sent out a mailing to the property owners in this area. Lanning received a call from the property owner of the old Zestos building and they would like to leave parking on Jackrabbit Avenue especially since the area businesses encourage their employees to park in the street. Schmieding stated there wasn’t enough need to remove the parking at this time. Weiss mentioned he thought the parking removal discussion was just north of 7th Street near married student housing. The committee agreed this area could be monitored and no motion was made. New Business: Discussion on removing parking on both sides of Pactola Cove from Christine Avenue to the driveways 40 feet west of Christine Avenue Lanning described this request came from Officer Hougland and mentioned that vehicles park on both sides of Pactola Cove, which makes it hard for vehicles and people to see around them near the Christine Avenue intersection. Sonnenburg mentioned the biggest problem is that people park right up to the corner of the intersection. He stated that the Camelot School drop off is across the street which is very busy in the mornings and afternoons. Lanning stated there is only 40 feet of parking available on Pactola Cove between Christine Avenue and the driveway openings. Weiss stated if the rules were enforced with no parking 20 feet from a crosswalk and 5 feet from a driveway, there should be room for one compact vehicle to park there. Schmieding stated she was in favor for the removal of parking and that it was a big safety concern. Miller would like to see signage placed along with the parking removal so it is visible in the winter. Schmieding/ Weiss made the motion to install no parking signs on both sides of Pactola Cove from Christine Avenue to the driveways 40 feet west of Christine Avenue. All present voted aye. Motion passed. Discussion on removal of parking on the east side of Brooklawn Drive, east of the driveway for 704/712 Brooklawn Drive Lanning described the request that was brought to her attention from Sergeant Terry Coon. Dale Olson owns the apartments in the 700 block of Brooklawn Drive. He has a concern when vehicles park straight across from the driveway it is hard for vehicles to turn leaving the parking lot, particularly the BATA buses. Webster asked if vehicles park there all the time and the committee wasn’t sure. Schmieding/Gramm made the motion to table this discussion until we get some input from BATA. All present voted aye. Motion passed. Review and approval of the 2016 Annual Report The TSC Annual Report was sent out for review. Schmieding would like to see our follow ups in the report. Lanning talked about adding the committee recommendations into the report. The committee noted that the average number of members present ranged from 7 to 10 members, with an average of at least nine members that attended the meetings. Lanning will update the changes. Weiss /Sonnenburg made a motion to approve the amended 2015 Annual Report. All present voted aye. Motion passed. Election of Officers for 2016 Chair: Gramm/ Schmieding made the motion for John Howard to remain the Chair and Webster to remain Vice Chair. All present voted aye. Motion passed. Member Reports: Lanning stated the Bike committee will be making some recommendations to the City Council to remove parking for bike lanes. Lanning will be sharing this information with this committee at the next meeting. Gramm would like to see a traffic signal at the intersection of 22nd Avenue and 12th Street South. Lanning stated this area will be studied this year. Weiss described the parking changes on campus. Rettkowski commented about the intersection of 3rd Street and 3rd Avenue. The curb is yellowed and when it snows vehicles park there because they don’t see the yellow curb. She would like to see a no parking sign put up on 3rd Avenue. Lanning said she will look at the intersection in the spring with the street department. Schmieding would like to see a no parking sign in the Crystal Ridge area where we had the curb painted. There are vehicles parking there when the snow covers the curb. Lanning suggested calling the police department and they can issue tickets. The next meeting is scheduled for March 10, 2016.
