HomeMy WebLinkAboutTSMinutes_2015_07_09BROOKINGS TRAFFIC SAFETY COMMITTEE City & County Government Center Thursday, July 9, 2015 12:10 p.m. The Brookings Traffic Safety Committee held its monthly meeting on Thursday, July 9, 2015, at 12:10pm in the City & County Government Center Suite 230, Room 300. Members Present: Skip Webster, Tim Heaton, Carol Rettkowski, Jeff Miller, Pete Kirchhevel, Gary Gramm, Becky Schmieding, Gregg Jorgenson, and James Weiss. Members Absent: Jackie Lanning, Tony Sonnenburg, Brian Lueders, John Howard, and Shayn Damm. Others Present: None Call to Order: Webster called the meeting to order. Jorgenson / Weiss moved to approve the minutes from the June 11, 2015 meeting. All present voted aye. Additions to Agenda: None Old Business: Discussion on removal of parking near the intersection of 15th Avenue and 4th Street Larson passed out an aerial map of this area showing the area. Webster reminded the committee that the ADA ramps would need to be installed and are not currently budgeted for at this time. Webster read the notes that Lanning stated that there is currently yellowed-no parking areas on the south east corner of the intersection and parking is not allowed on the east side of 15th Avenue north of 4th Street. Weiss and the other committee members are confused as what the citizens are asking for. Schmieding asked Larson to check with Lanning as to what this committee is being requested to do. Webster stated if the yellowing is already completed he is not sure why this is on the agenda. Schmieding/Miller made the motion to table until next month for clarification. All present voted aye. Discussion on removal of parking on the west side of 15th Avenue, between the alley in the 400 Block of 15th Avenue and the driveway at 417 15th Avenue Webster stated there isn’t a lot of room there and removing parking would make it safer for the residents at 417 15th Avenue. Kirchhevel stated a full size pickup cannot park there due to the 5 foot of the driveway ordinance. Jorgenson stated maybe we don’t need to do anything this is a patrolling issue. Jorgenson/Rettkowski made the motion to paint the curb yellow and add signage if needed on the west side of 15th Avenue, between the alley in the 400 Block of 15th Avenue and the driveway at 417 15th Avenue. All present voted aye. New Business: Discussion on request to remove parking on the east side of Sunrise Ridge Road at the Twin City Fan driveway (approximately 50’ to the north and 100’ to the south) Larson passed out an aerial map of this area showing the area. Jeff Sterud from Twin City Fan requested the City to remove parking on Sunrise Ridge Road, approximately 50’ north of the TCF driveway and 100’ south of the drive way to improve visibility for vehicles leaving the property. He indicated to Lanning that the boulevard trees also made it hard to see out of the driveway and he said removing some parking should help. Schmieding asked if the vehicles that are parking there Twin City Fan employees and if they have a place to park if the parking was removed. Schmieding and Miller agree with removing 50’ to the north of the driveway, but they thought 100’ to the south was excessive. Miller/Schmieding made the motion to remove 50 feet of parking north of Twin City Fan’s driveway on the east side of Sunrise Ridge Road and 50 feet of parking on the south side of Twin City Fan’s driveway on the east side of Sunrise Ridge Road. All present voted aye. Motion passed. Member Reports: • Gramm stated there is poor visibility on 8th Street and Western Avenue to the north of the bridge. • Miller would like to take another look and have a study done to reinstate the 4-way stop sign at the corner of 3rd Street and 5th Avenue. • Schmieding would like the timing looked at on Main Avenue South and 8th Street South. • Rettkowski was approached by a citizen about the visibility coming out of the alley onto 16th Avenue between 2nd Street and 3rd Street, which is very poor and was concerned a pedestrian could get hit.
