The Brookings Traffic Safety Committee held its monthly meeting on Thursday, January 9,
2014, at 12:10pm in Conference Room 241 of the City & County Government Center.
Members Present: Tim Heaton, Tony Sonnenburg, Skip Webster, Carol Rettkowski, John
Howard, Gary Graham, Pete Kirchhevel, and Jackie Lanning.
Members Absent: Jeff Miller, Brian Lueders, Gregg Jorgenson, James Weiss, and Mike
Fossum.
Others Present: Corey Morrow – 422 Telluride Lane.
Call to Order: Webster called the meeting to order. Howard/Sonnenburg moved to approve
the minutes from the December 2013 meeting. All present voted aye.
Additions to Agenda: Approve 2013 Annual Report.

Request to remove parking on the south side of Telluride Lane between Copper Mountain Road and
Western Avenue South: Lanning stated a property owner contacted John Howard requesting to
remove parking on the south side of Telluride Lane between Copper Mountain Road and Western
Avenue South. The Traffic Safety Committee discussed parking on Telluride Lane and removed
parking on the north side of the street and on the south side approximately 20 feet west of the
Western Avenue stop sign. Corey mentioned there were a number of vehicles parking on the south
side of the street which seem to cause problems at the intersection. He said two of the apartment
units have 4 people living in them and when they have overnight guests there are a lot of vehicles
parking on the street. Lanning said she will check on how many tenants can occupy each unit.
Lanning asked if Corey had witnessed visibility problems because of parking on the south side of
Telluride and he replied that sometimes there were visibility problems. Lanning stated if parking was
removed on the south side of Telluride, people may park their vehicles on Copper Mountain Road
which may just move the problem. Lanning said if the intersection is the concern and more visibility
was needed at the intersection, she suggested making a change at the intersection and not the whole
block. Corey said things have gotten better since the earlier parking removal. Webster asked for a
motion. Howard made the motion to remove parking on the south side of Telluride Lane
between Copper Mountain Road and Western Avenue South. Motion failed due to lack of
second. No action was taken.
Request to install center turn lanes on the east and west sides of the intersection of Orchard Drive
and 17th Avenue South Miller received a request from the Brookings Radio Advisory Council to
consider striping center turn lanes on Orchard Drive at the intersection with 17th Avenue South.
Lanning distributed an aerial photo of this intersection and stated Orchard Drive is 45’ wide. It
appeared there would be enough width to transition about 100 ft. from the intersection and taper the
striping to add a center turn lane, which should improve traffic flow. Sonnenburg asked about having a
right turn lanes instead of a center lane. Lanning will talk with Marty Hendricks from the street
department to see if a right turn lane or a center lane would be better for this intersection and will
report back to the committee. Sonnenburg would also like engineers to look at this intersection to see
if the road is wide enough to put a right turn lane on Orchard. No motion was made. Lanning will bring
back a suggestion.
Review and Approval of the 2013 Traffic Safety Committee Annual Report
The Annual report was sent out for review. There was a change for Gregg Jorgenson from Senior
Citizen category to Citizen at large and John Howard’s position is instructional designer at SDSU.
Lanning will update the changes. Gramm/Heaton made a motion to approve the amended 2013
Annual report. All present voted aye. Motion passed.
