The Brookings Traffic Safety Committee held its monthly meeting on Thursday, March 14,
2013, at 12:10pm in the City & County Government Center, Suite 230.
Members Present: Skip Webster, Jackie Lanning, John Howard, Tony Sonnenburg, Brian
Lueders, Gregg Jorgenson, and James Weiss.
Members Absent: Tim Heaton, Daryl Englund, Gary Gramm, Jeff Miller, Carol Rettkowski,
Pete Kirchhevel, and Mike Fossum.
Others Present:
Call to Order: Webster called the meeting to order. Howard/Lanning moved to approve the
minutes from the January 2013 meeting. All present voted aye.

Discuss a possible stop sign at the intersection of Crystal Ridge Road and Trail Ridge Road.
This request was brought to the committee as a potential safety hazard at this intersection.
Lanning asked if there were any accidents at this intersection. Sonnenburg said they are
aware of near-miss accidents although there have been no recent accidents at the
intersection. The committee discussed that the visibility to the north on Trail Ridge Road is
poor because of the substation just north of the intersection. The committee discussed there
seems to be an increase in traffic on these two streets and the City has received complaints
about speeding on Trail Ridge Road.
Lanning stated City Ordinance requires stop signs on streets that meet a “through street”
which are listed in the ordinance. Trail Ridge Road is not a through street as defined in the
Ordinance, but it is a Minor Collector street on the Major Street Plan and Crystal Ridge Road
is a local street. Lanning reviewed the Manual of Uniform Traffic Control Devices (MUTCD)
guidance for stop signs to the committee. The intersection would meet the stop sign warrant
of a residential street intersecting with a collector street, which is:
2B.04 Right-of-Way at Intersections
A. An intersection of a less important road with a main road where application of the
normal right-of-way rule would not be expected to provide reasonable compliance
with the law
B. A street entering a designated through highway or street.
In this case, Crystal Ridge Drive has the lower street classification and also has poor
visibility to the north. Webster stated he would like to a stop sign installed before an accident
occurs. Howard/Weiss made a motion to add a stop sign on Crystal Ridge Road at its
intersection with Trail Ridge Road. All present voted aye. Motion passed.
Member Reports:
~ Lanning gave an update on 6th street by the diagonal will be this summer.
~ Lueders mentioned a new school will be built on the Christy land in the next few years.
The next meeting will be April 11th, 2013. Meeting adjourned.
