Members Present: Dennis Bielfeldt, Louis Skubik, Keith Bruinsma, Margie Wagner-
Carpenter, Skip Webster, Jackie Lanning, Connie Bridges and Matthew Nelson.
Members Absent: Brad Whaley, Brian Lueders, Tim Heaton, Daryl Englund, Bryan Gums,
Becky Thompson
Others Present: Marty Robinson
Call to Order: meeting called to order. Connie/Skip made a motion to approve minutes from
the June 14th, 2007 meeting. All present voted aye. Motion passed.
Addition to Agenda: Marty Robinson from 624 2nd Street South made a request to remove
some parking from 2nd Street South near his business. He will be having bus service and would
like the bus to be able to unload in the street. Lanning indicated that last minute additions to the
agenda should be added as discussion items only. Any action items need to be placed on the
agenda so they can be published in the paper in case any citizens would like to attend. This
item will be placed in the August 9th agenda.
Old Business:
1) Request for yield or stop sign at Insbrook Lane, SE corner of intersection. Jackie
discussed that since this is an uncontrolled intersection, the sight triangle is rather large.
There are several obstacles in the sight-triangle on the SE corner, including a large
pedestal and a sign. Margie indicated that she has witnessed many people not slowing
down for traffic as they exit Insbrook Lane and enter 22nd Avenue. Lanning indicated
that this intersection would meet the warrant for a stop sign (Section 2B.05 of MUTCD)
due to the sight obstructions causing a restricted view. The committee did not know if
there have been many accidents at that intersection. Lanning/Bielfelt made a motion
to approve a stop sign on Insbrook Lane at its intersection with 22nd Avenue. All
present voted aye. Motion passed.
New Business:
1) Report and map of new school: Jackie handed out a drawing of the new elementary
school site which will be located on 15th Street South between Camelot Drive and
Christine Avenue. Lanning described how the school was requesting a bus drop off area
on 15th Street South and student drop off areas on Christine and Camelot. There would
be a formal request for no parking after the exact areas were determined.
2) “No passenger policy” for tractors taking part in parades: Jackie handed out a letter of
request from John Kubal for a no passenger policy regarding tractors in parades.
Lanning said there was concern in 2005 regarding the safety of people who stood or
rode along with the driver of tractors in parades. The group thought there was no state
law regarding this issue. Skip mentioned that the parade chairman could assure there
were no passengers riding on tractors. The group also stated that if a new ordinance
were passed, it would need to define what a tractor is and any other vehicles that
shouldn’t have passengers like 4-wheelers and others. There was discussion that no
passengers were witnessed during this year’s July 4th parade, and so maybe it hasn’t
been a problem the past few parades. The committee did not take action on this item,
and stated the situation should be monitored.
3) Request to remove two parking stalls on the west side of 3rd Avenue between 4th Street
and the 72 hour parking lot driveway for the new bus shelter: Lanning showed the
committee a drawing of the proposed parking removal. Currently, there is 53’ of yellow
curb on the north side of 4th Street and 8’ of yellow curb on the south side of the parking
lot driveway, leaving two parallel parking stalls between these curbs. Lanning told the
committee about the “Safe Ride” program and described how the bus shelter will be
used by the BATA bus and most likely the taxi and other services. The BATA bus has a
no-backup policy and their vehicle is longer than 20, so just removing one stall would not
give the bus enough room to utilize the bus drop off. Louis/Connie made a motion to
remove two parking stalls at the bus shelter on 3rd Avenue. All present voted aye.
Motion passed.
Member Reports
• Jackie described the 6th Street signal status near the off-ramp and 32nd Avenue.
The DOT has started their speed study in this area and they are also studying
this location for new signals.
• Connie said the arrow at 8th Street South and Medary Avenue intersection is
working which is a great improvement.
• Skip mentioned that he prefers the 6th Street driveways be used for the new car
wash at 6th Street & 17th Avenue S. Lanning told the group that the owner told
the City he would monitor the traffic backup on 17th Avenue South to make sure
there were no problems.
